Job summary

The Village of Oak Park seeks a seasoned Neighborhood Code Compliance Manager to lead the Code Compliance Division within Neighborhood Services. You will administer the Property Maintenance Code and serve as Chief Property Maintenance Inspector, providing expert staff support to the Director.

You will direct work plans, supervise inspection staff, develop policies, manage the division budget, coordinate with other agencies, and ensure timely enforcement of code rules to keep the community safe

Qualifications

  • At least five years of progressively responsible experience in code enforcement or related field.
  • At least one year of supervisory experience.
  • Bachelor’s Degree from an accredited college or university.
  • Possession of or ability to obtain ICC certification for International Property Maintenance Code within one year.

Responsibilities

  • Direct, coordinate and review the Code Compliance Division work plan.

NEIGHBORHOOD CODE COMPLIANCE MANAGER

Department: Neighborhood Services
FLSA: Non-Union Exempt
Pay Grade: 7

DEFINITION

Manages the Code Compliance Division of the Neighborhood Services Department, including administration of the Village’s Property Maintenance Code. Serves as the Chief Property Maintenance Inspector. Provides highly responsible and complex staff assistance to the Director of the Neighborhood Services Department.

SUPERVISION RECEIVED AND EXERCISED

Supervised by the Neighborhood Services Director. Exercises direct supervision over inspection staff.

EXAMPLES OF DUTIES
Essential duties and responsibilities
  1. Direct, coordinate and review the work plan for the Code Compliance Division; assign work activities and projects; monitor workflow; review and evaluate work products, methods and procedures; meet with staff to identify and resolve problems.
  2. Participate in the development and implementation of goals, objectives, policies, and priorities for the Code Compliance Division; recommend and implement policies and procedures.
  3. Research, develop, and propose new policies, processes, and regulations to meet community goals related to property maintenance.
  4. Identify opportunities for improving service delivery methods and procedures; identify resource needs; review with appropriate management staff; implement improvements.
  5. Select, train, motivate and evaluate Code Compliance Division personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
  6. Resolve property maintenance complaints or disputes involving residents and/or landlords in an efficient and timely manner; meet with building owners, financial institutions, and contractors to solve problems and develop permanent resolutions.
  7. Complete the most complex residential inspections to ensure compliance with applicable codes, ordinances and regulations, inspect existing buildings for change of occupancy, or compliance with applicable codes and ordinances; testify in court and at administrative proceedings as necessary.
  8. Participate in the development and administration of the Code Compliance Division budget; forecast funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; recommend adjustments as necessary.
  9. Provide staff assistance to the Director of Neighborhood Services Department; prepare and present staff reports and other correspondence as appropriate and necessary.
  10. Coordinate Code Compliance Division activities with those of other divisions and outside agencies and organizations.
  11. Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of code enforcement.
  12. Monitor Division’s performance measures and report on progress to the Director of Neighborhood Services Department within established deadlines.
  13. Perform other duties and responsibilities as assigned.
QUALIFICATIONS
Knowledge of:
  • Principles of supervision, training, and performance evaluation.
  • The Illinois Freedom of Information Act.
  • Village, State and Federal anti-discrimination policies.
  • Village housing code enforcement policies, programs and procedures.
  • Marketing theories, principles and practices and their application to community development programs.
  • Basic accounting and economics.
  • Pertinent Federal, State, and local laws, codes and regulations.
  • Court room adjudication proceedings.

Experience and Training Guidelines

Experience: At least five (5) years of progressively responsible experience in code enforcement, civil engineering, architecture, or construction management, plus at least one (1) year of supervisory experience.

Training: Bachelor’s Degree from an accredited college or University. Possession of a valid Illinois driver’s license and safe driving record. Possession of or ability to obtain the International Code Council (ICC) Certification for the International Property Maintenance Code within one (1) year of employment and maintain necessary certifications and Continuing Education Units (CEUs) during the course of this position.

Working Conditions

Work in an office environment; sedentary work involves sitting most of the time but may involve walking or standing for brief periods of time and sustained posture in a seated position for prolonged periods of time. No environmental hazards.
