Job summary

Contra Costa County Health Services Department is seeking a Health Services Administrator – Level C to oversee the Continuum of Care at the county level (Richmond/Contra Costa CA-505). The role leads planning, coordination, and implementation of homelessness services, data-driven decisions, and collaborations with government and nonprofit partners.

The Administrator will manage staff, ensure compliance with CoC and related funding requirements, and drive performance improvements across clinical

Qualifications

• Bachelor-level or higher degree required in a relevant field.
• Desirable: experience with Continuum of Care funding, HMIS, data reporting.

Responsibilities

• Plan, organize, and direct administration of CoC-related programs.
• Oversee training and supervision of program managers and staff.
• Ensure regulatory compliance with federal, state, and local funding rules (e.g., CoC).
• Manage incident reporting, root-cause analyses and corrective action plans.
• Analyze data, track performance, and coordinate with providers to improve outcomes.
• Build relationships with local government, nonprofits, and stakeholders to sustain housing services.
