Job Title: Cobol Systems Developer

Description:

Support and enhance IDMS/ADS-based billing applications that incorporate multi-system data feeds to bill various payers including Medicaid, Medicare, and Third-Party Health Insurance (TPHI) for services rendered. This role provides primary support for several legacy systems vital to the daily operations of the Office of Mental Health’s (OMH) Human Resources and Finance departments.

Daily Tasks:

• Execute full software development life cycle (SDLC).
• Use IBM COBOL, JCL, CA-IDMS, CA-ADS to develop and maintain batch/online applications in an IBM z/OS environment. Analyze, design, code, and test changes based on mandates or requests.
• Support billing processes for Medicare, Medicaid, TPHI, and private individuals. Monitor batch jobs, analyze results, and troubleshoot failures. Diagnose and debug production issues via ITSM.
• Prepare database scripts for creating/modifying Oracle tables, packages, stored procedures, indexes, constraints, triggers, etc.
• Maintain/support data feeds between Oracle and IDMS environments.
• Support encryption of mainframe data using ASPG MegaCryption.
• Coordinate migration of application changes to QA and Production following standard procedures.
• Collaborate with business owners, users, and support staff to identify and implement changes.
• Mentor and assist other programmers, providing guidance on debugging, security, deployment, and system architecture.
• Report on current tasks and issues to supervisor.

Mandatory Qualifications:

Expertise with 84+ months of experience in mainframe COBOL development, billing systems, EDI transactions, JCL utilities, working with PHI and HIPAA, and Oracle database functions.

Secondary Qualifications:

• Experience with encrypting data on mainframes using ASPG MegaCryption.
• Experience with complex health data and billing systems.
