Job summary

WestCare Foundation in Stockton, CA is seeking a senior program leader responsible for clinical and administrative leadership of our program, coordinating client care with multidisciplinary teams, and ensuring compliance with all regulations.

The role requires supervision of staff, liaison with external agencies including CDCR, grant planning, program evaluation, and reporting, with on-call availability and a strong commitment to ethical standards.

Qualifications

• Bachelor’s degree (or equivalent five years administrative experience) in relevant field.
• Minimum three years supervisory experience with program performance indicators.
• Knowledge of chemical dependency, regulations and ethics.

Responsibilities

• Provide clinical and administrative leadership and supervision to the program.
• Liaise with Deputy Administrator and external groups; attend board meetings.
• Coordinate with CDCR; obtain and maintain required clearances.
• Assist in grant planning and initiation of funding opportunities.
• Participate in program evaluation and outcome studies.
• Arrange staff development, education and training activities.
• Implement QA and Utilization Review systems for effectiveness.
• Oversee budget tracking and fiscal expenditures.
• Ensure compliance with agency standards and regulations.
• Develop procedures and prepare comprehensive funding reports.
• Ensure data submission to CDCR and DPAP.
• On-call availability for emergencies and coverage.
