POSITION SUMMARY:

The Clinical Program Director (CLPD) is responsible for the managerial, operational, and administrative duties within the programs in addition to conducting intakes and assessments as well as in home counseling sessions with youth and family and case management as needed. This positions also has oversight of the Male and Female Youth Mentoring Programs for probation involved youth. Youth are referred to program services pending their disposition of court case in the DAP. Youth in the mentoring programs are provided weekly group and individual mentoring sessions through program staff as well as volunteer mentors.

Youth mentoring administrative duties include implementing mentor recruitment and retention strategies. The CLPD will ensure compliance with the implementation and adherence to the fidelity of the Youth Mentoring Program and Elements of Effective Mentoring Practices. The CLPD represents Southwest Key Programs in the most positive manner with prospective, former and current youth/families, funding sources, suppliers and the community served.

Required to work flexible schedules to facilitate program services.

Community Connections typical work schedule 12p-9:00pm Monday-Friday.

Youth Mentoring typical work schedule 12p-9:30pm during school months and summer schedule typically 10am-7pm. Some weekends may be required.

Essential Functions:
  • Implement and Adhere to all aspects of contract compliance in accordance with funder and Southwest Key Policies and procedures.
  • Ensure individualized planning, effective service coordination and management of care for all youth in program according to the Community Connections Program model and youth mentoring programs.
  • Assure that services are provided in accordance with funding guidelines, the program model and are based on the specific needs of children, youth, and families.
  • Implement the program curriculums for both programs and lessons in the home with youth and parent as proposed for DAP.
  • Ensure youth and family have active participation in all program components.
  • Ensure services are strength based, culturally and linguistically competent.
  • Use the Risk, Needs and Responsivity model to guide care coordination and treatment plans.
  • Provide leadership in establishing a cohesive multi-systemic alliance among community stakeholders and community-based providers to ensure that interagency processes are working effectively and efficiently.
  • Engage in regular outreach with agency partners to include the schools, community-based service providers, natural supports, and juvenile probation department.
  • Ensure the program staff follow all applicable rules, regulations and laws as set for the by the funder and all other licensing governing boards
  • Be in good standing with their respective licensing board.
  • Meet all the TJJD and County Juvenile Probation grant requirements and outcomes.
  • Provide services at client homes, schools, and other community-based locations as appropriate.
  • Ensure data entry is completed timely in accordance with the Youth and Family services division expectations.
  • Submit all billing and required reports to Juvenile Probation Department timely.
  • Manage program budget efficiently.
  • Run outcomes reports to assess effectiveness and fidelity to the program model
  • Manage recruitment and retention of volunteer mentors.
  • Facilitate individual and group mentoring sessions, organizes monthly Mentoring activities and implements the program utilizing curriculums and adheres to the Elements of Effective Mentoring Practices.
  • Develop and implement a mentor recruitment plan.
  • Create, present and distribute recruitment materials as needed in public events and various publications.
  • Support the retention process for mentors and mentees at the program.
  • Cultivate community, organization, and collegiate partnerships that will provide an ongoing supply of potential mentors.
  • Recruit and train mentors and provide ongoing regularly scheduled training.
  • Provide transportation of youth mentoring clients for programming.
  • Ensure the safe condition of the building, vehicles, and all equipment.
  • Address all problematic work performance in accordance with company policy.
  • Recruitment and hiring of all staff at the program.
  • Initiate and maintain community involvement with local juvenile justice boards, stakeholders, and juvenile justice entities and community partners.
  • Develop and maintain productive relations with various community agencies.
  • Monitor and maintain compliance with organization, licensing, and funding sources for all program departments.
  • Provide virtual services and facilitate virtual meetings as needed.
  • Must be prepared to administer emergency First Aid, CPR, AED and/or Handle with Care techniques to youth and adults regardless of the time of day or hour of the shift, the size of the youth, or the staff's level of personal fatigue.
  • Operate a motor vehicle on public roads as required by the position.
  • Perform additional responsibilities and duties as assigned, consistent with the scope and level of the position.
Qualifications - Education, Experience, and Requirements:
Education requirements:
  • Master’s degree with specialization in Human/Behavioral/Social Services or related fields
  • Licensed or licensed eligible in respective field (to include, but not limited to: LPC, LPC-Intern, LCSW, LMFT, LMSW, LMHC)
Experience requirements:
  • At least five (5) years’ work experience with at-risk youth
  • Supervisory experience in monitoring and quality assurance of behavior/case management, budget management, personnel management, conflict resolution, cultural diversity awareness, overall office management, group, or family counseling youth services, residential, educational, or institutional settings and advocacy

Ability to clearly read, write, and communicate information to internal and external stakeholders.

Requires computer proficiency and the ability to effectively operate standard office equipment.

Works well independently and as an effective team member.

Clear background check from appropriate entity.

Obtain and maintain First Aid, CPR, AED certification and/or Handle with Care certification as required by funder.

Maintain a valid driver's license and status as a qualified driver under the Company’s Vehicle Safety Guidebook standards.

Must maintain reliable transportation with required registration and vehicle insurance as required by funder.

WORK ENVIRONMENT AND PHYSICAL REQUIREMENTS:

This position involves daily interaction at various client locations, with work schedules subject to change based on operational needs. The work environment may include noise levels ranging from mild to moderate. Essential functions of the position require extended periods of driving, exposure to varying weather conditions, and the physical ability to bend, stoop, climb, and lift up to 20 pounds, with or without reasonable accommodation.
