Job description

This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific eligibility requirements per VHA policy and submit your EDRP application within four months of appointment. Program approval, award amount (up to $200,000), and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after review of the application.

Duties

The CLS, LIM (Laboratory Information Manager), is a laboratory professional who performs above full performance level. This individual spends significant time performing LIM duties over staff one grade below.

Functions:
  • The CLS develops and recommends policies and procedures for installing and using the laboratory information system (LIS) in conjunction with the hospital information system (HIS).
  • Provides authoritative advice and consultation on the information system as it applies to the clinical laboratory.
  • Advises organizational levels on the functions and capabilities of the LIS.
  • Implements and maintains coding and mapping for laboratory test ordering, reporting, billing, and workload recording, considering compliance principles.
  • Analyzes emerging trends, software, and technology, adopting appropriate methods to meet agency goals.
  • Serves as the local expert for national software developers testing and validating software packages.
  • Ensures compliance with regulatory requirements related to information systems and performs audits as needed.
  • Consults with and trains personnel on computer functions, including ordering options, and maintains computer security keys.
  • Performs other duties as assigned by management.

Qualifications

Applicants pending completion of educational or certification/licensure requirements may be considered tentatively but cannot be hired until all requirements are met.

Basic Requirements
  • United States Citizenship: Must be a U.S. citizen. Non-citizens may be appointed when qualified citizens cannot be recruited per 38 U.S.C. § 7407(a).
  • English Language Proficiency: Must be proficient in spoken and written English per 38 U.S.C. § 7403 (f).
  • Education: Bachelor's degree or higher from an accredited college or university.

Note: Foreign graduates' education must be deemed equivalent to U.S. education by an acceptable evaluation agency or qualified to take the certification exam by ASCP BOC or AMT.

Certification

Candidates must meet one of the following certification options:

  • Generalist certification as an MLS by ASCP BOC or AMT.
  • Generalist certification as an MT by ASCP BOR or AMT.
  • Categorical or Specialist certification by ASCP or AMT (acceptable for higher-graded positions).
Grade Determinations
GS 12 Experience Requirement:

At least 1 year of specialized experience equivalent to GS-11, providing authoritative advice, resolving complex issues, and analyzing emerging trends.

Knowledge, Skills, and Abilities for GS-12:
  • Knowledge of clinical laboratory technology and laboratory information systems.
  • Knowledge of laboratory operations and their organization.
  • Knowledge of laboratory computer systems and software implementation.
  • Knowledge of compliance and regulatory requirements.
  • Ability to adapt and integrate software to laboratory applications.
  • Ability to plan, organize, work independently, and complete assignments effectively.
Assignments

The CLS develops policies, advises on LIS functions, implements coding and mapping, and serves as an expert for software testing and validation, ensuring regulatory compliance and training personnel.

Physical Requirements

Physical demands include standing, lifting (15-50 pounds), sitting, stooping, bending, and using computer and hand functions. Visual and auditory requirements are specified, and the ability to handle stressful situations is necessary.
