Job summary

University of Houston System is seeking an IT professional to analyze and evaluate existing and proposed systems, plan and develop computer solutions, and provide system management support for clinical applications in a security-sensitive environment.

The role includes first-level technical support for Athena EHR, workstation hardware, and user accounts, incident response, HIPAA-compliant access management, and ongoing system audits to support regulatory and quality initiatives.

Responsibilities

• Assists with user account administration, access management, and onboarding/offboarding while maintaining HIPAA standards.
• Performs routine monitoring, testing, validation, and maintenance of clinical applications for reliability and data integrity.
• Develops and maintains user documentation and training materials; supports system implementations and workflow improvements.

Description

Analyzes and evaluates existing and proposed systems; plans and develops computer solutions; and provides system management support. Pursuant to the State of Texas Executive Order No. GA-48, this position researches, works on, or has access to critical infrastructure and requires the ability to maintain the security or integrity of the University infrastructure. This position requires personnel be routinely reviewed to determine whether or not criminal history or continuous connections for the government or political apparatus of a foreign adversary might prevent the employee from being able to maintain the security or integrity of the infrastructure.

• Analyzes computer software/hardware problems and needs; implements solutions.
• Anticipates network system security breaches and secures system.
• Designs hardware and software systems suitable for user's needs and implements solutions.
• Analyzes and debugs operating system components.
• Anticipates future needs in computing resources and makes appropriate recommendations.
• Collaborates with college and department computing personnel to assist in their operations.
• Evaluates software and hardware needs to accommodate users.
• Develops, designs and writes documentation on installed system and application software.
• Performs other job-related duties as assigned.

MQ: "Requires a thorough understanding of both theoretical and practical aspects of an analytical, technical or professional discipline; or the basic knowledge of more than one professional discipline. Knowledge of the discipline is normally obtained through a formal, directly job-related 4 year degree from a college or university or an equivalent in-depth specialized training program that is directly related to the type of work being performed. Additional duties

• Provides first-level technical support for Athena EHR, clinical applications, workstation hardware, software, printers, scanners, peripheral devices, and user accounts by troubleshooting and resolving routine issues or escalating as appropriate.
• Responds to, documents, tracks, and resolves incidents and service requests using the organization's IT service management (ITSM) ticketing system in accordance with established service levels.
• Assists with user account administration, application configuration, access management, and onboarding/offboarding activities while maintaining HIPAA and security standards.
• Performs routine monitoring, testing, validation, and maintenance of clinical applications to ensure system reliability, data integrity, and optimal performance.
• Assists with report generation, data validation, workflow documentation, and system audits to support operational, regulatory, and quality improvement initiatives.
• Installs, configures, and supports standard workstation hardware, software, operating systems, and clinical peripherals while coordinating equipment deployment and replacement.
• Develops and maintains user documentation, knowledge base articles, and training materials, and provides end-user education on clinical systems and technology.
• Collaborates with clinical, operational, and technical teams to support system implementations, workflow improvements, application enhancements, and other strategic technology initiatives.
