Job Summary

As a Medical Director at Oregon State Hospital, you will lead a team of physicians who serve as consultants to the attending psychiatrists and report directly to the Chief of Medicine. You will oversee 16 direct reports, including medical clinic physicians and nurse practitioners. This role is primarily administrative, with a focus on strategic planning, guiding clinical operations, and ensuring compliance with federal and state laws, Oregon Administrative Rules, Joint Commission and CMS standards, OSH policies, and professional standards of practice.

In addition to shaping the clinic's direction to meet organizational goals, you will also provide direct ambulatory medical care to OSH patients and coordinate referrals to community medical specialists when necessary. This position is ideal for a leader who excels in administrative responsibilities but is also eager to maintain hands-on medical practice.

Required Skills/Abilities, Education & Experience

  • Licensure as a physician through the Oregon Medical Board.
  • Satisfactory completion of a residency program in Internal or Family Medicine in the United States or Canada.
  • Board Certified or eligible for board certification in area of specialty.
  • Valid DEA Waiver.

The Clinic Medical Director is responsible for the following duties & responsibilities:

  • Managerial decisions pertain to personnel management and productivity, program operations and use of resources, and the health and safety of patients and staff.
  • Direct patient care decisions include clinical assessments and plans of care that can include medications, referral to outside specialists, referral to higher level of care for emergent/urgent care, ordering of appropriate diagnostic tests and procedures, and performing necessary procedures appropriate to level of training.
  • Poor decisions could result in injury or adverse medical consequences up to and including loss of life, inability of the hospital to provide medical care to OSH patients, and/or indefensible liability exposure.

Supervisory & Administrative Duties:

  • Provide clinical and administrative supervision to Medical Clinic Physicians and Primary Care Nurse Practitioners (called “clinic practitioners” hereafter).
  • Work collaboratively with Clinic Nurse Manager for successful clinic operations and outcomes, including budget management as approved by Chief of Medicine.
  • Ensure clinic practitioners are well informed regarding hospital and department mission, goals and objectives, and changing organizational factors which may impact on them and/or their responsibilities.
  • Delegate clinical tasks appropriately to clinic practitioners.
  • Evaluate performance of clinic practitioners and provide quarterly reviews to include goal setting and performance feedback. Complete attestations of practitioner competence as required in response to practitioner requests for clinical privileges.
  • Orient and train new clinic practitioners and ensure training is provided, as needed, on new or revised processes or tools.
  • Approve payroll and leave requests, while assuring adequate practitioner coverage to meet patient care needs during Medical Clinic operating hours.
  • Assist Chief of Medicine with recruitment, interview, and hire of clinic practitioners.
  • Initiate disciplinary action when necessary.
  • Participate in HR, OTIS, and OEI processes and investigations as appropriate.
  • Partner with HR and Chief of Medicine to address staff grievances.
  • Encourage personal and professional growth through pursuit of education/team/participation in relevant trainings.
  • Use Avatar, Workday, and other computer-based programs to aid supervisory and patient care efforts.
  • Provide direction and leadership in the use of Collaborative Problem Solving for direct patient care and management behavior. Maintain and advance own and subordinates’ knowledge and practice of the Collaborative Problem Solving model with patients and co-workers at all levels.
  • Identify trends in demand for services and provide clinical leadership in program design and evaluation.
  • Provide leadership in the use of performance improvement strategies and metrics. Promote a shared mission and vision of the hospital.
  • Other duties as assigned by the Chief of Medicine or Chief Medical Officer.

Medical Duties:

  • Provide general medical ambulatory care to all patients at OSH through the Medical Clinic. Go to units to see patients who are unable to be brought to the Medical Clinic due to mental illness or physical limitations that make transportation of the patient difficult or unsafe.
  • Provide interpretations of specialty recommendations and in-house procedures/studies such as ECG’s and x-rays for unit staff and psychiatrists.
  • Perform basic office procedures in accordance with training.
  • Provide telephone consultation in the area of general medicine to unit staff and other clinicians.
  • Work collaboratively with unit psychiatry staff on preventing metabolic syndrome caused by antipsychotic medications and treating metabolic complications.
  • Refer patients to outside medical specialists, as necessary.
  • Meet with families, other agencies, or the public-at-large, as needed, to promote and enhance patient care.
  • Provide consultation on cases which are particularly complex, high in risk, and/or when previous treatment interventions have not produced desired results.
  • May assume responsibilities of the medical OD, if schedule vacancy cannot be filled by represented medical clinic physicians. Includes off-grounds telephone availability after regular work hours and on-grounds medical services a minimum of four hours daily during holidays and weekends when on duty.

Contribute to the direction and development of OSH:

  • Serve on MAHPS and/or OSH committees or work teams as assigned by or approved by the Superintendent, President of MAHPS, Chief Medical Officer, or Chief of Medicine.
  • Provide consultation about medical treatment matters to Program Executive Teams, or in cases of conflict between psychiatry and medical clinic practitioners.
  • Maintain Basic Life Support certification and complete Safe Together and other recurring trainings as required.
  • Attend relevant in-service training programs as needed and maintain continuing medical education. Serve as a role model and coach for staff, setting a standard for continuing development of quality services in a milieu of respect for the individual.
  • Participate in process improvement and quality management activities.
  • May provide coverage for the Chief of Medicine.
