Job Overview

The Colorado Department of Public Health and Environment (CDPHE) is seeking a Program Manager for the Clean Water Permitting & Compliance Program. This role involves overseeing permit issuance, compliance enforcement, stakeholder engagement, and strategic planning to protect Colorado's water quality.

Key Responsibilities
  • Manage all aspects of the Clean Water Permitting and Compliance Program, including work planning, regulation development, and staff management.
  • Coordinate interactions with citizens, regulated entities, and other agencies, including the EPA.
  • Develop long-term visions and strategic plans for the program.
  • Ensure compliance with statutory authority, funding, and department policies.
Minimum Qualifications

Options include:

  1. Ten (10) years of professional experience in leadership, grants management, or program administration, including strategic planning, budgeting, and equity initiatives.
  2. Bachelor’s degree + six (6) years of relevant experience.
  3. Master’s degree + four (4) years of relevant experience.
Preferred Qualifications
  • Experience supervising professional staff and managing complex operational systems.
  • Leadership in multicultural environments, budget management, and legislative processes.
  • Strong skills in data analysis, public speaking, and partnership building.
