POSITION: ENVIRONMENTAL PROGRAM MANAGER 2 - PERMITS UNIT MANAGER

Location: 1110 W. Washington Street, Phoenix, AZ 85007

Division: Water Quality Division

Salary: $85,000 - $90,000

Grade: 24

Job Summary

The Permits Unit Manager oversees operations and personnel within the Surface Water Protection Section. Responsibilities include managing the drafting and quality assurance of Clean Water Act permits, ensuring compliance with regulations, leading staff development, and managing grants and improvement projects.

This position allows for full-time remote work within Arizona, including virtual office arrangements.

Key Responsibilities
  • Manage and supervise staff and operations, including training, coaching, and disciplinary actions.
  • Manage the unit budget for staff training, hiring, and equipment/software purchases.
  • Ensure compliance with program goals, regulations, and grants.
  • Develop and implement process improvements to increase efficiency and quality.
  • Participate in meetings with management and stakeholders to discuss programs and processes.
  • Serve as a technical resource on Clean Water Act permitting activities.
  • Make decisions at the unit level as appropriate.
Knowledge, Skills & Abilities
  • Comprehensive knowledge of environmental rules, especially related to the Clean Water Act.
  • Ability to learn permitting protocols and interpret regulations.
  • Leadership and management skills within government or environmental industries.
  • Strong technical skills in permitting processes and compliance strategies.
  • Experience managing environmental technical staff.
Preferred Qualifications
  • Bachelor’s degree in Environmental Science, Management, Engineering, Biology, Hydrology, or related field.
  • 3-5 years of experience in environmental regulation, consulting, or industry.
  • At least 2 years of supervisory experience managing staff.
Pre-Employment Requirements

Must have a valid driver’s license if driving is an essential job function. All new hires must complete the E-Verify process.
