Permitting & Compliance Program Manager - (Const Project Manager III)

Job Overview

This position reports to the Storm Water Services Director and leads the Storm Water Division’s Permitting & Compliance Program, overseeing approximately 15 staff members. Responsibilities include land development engineering review, erosion control, zoning, storm water, BMPs, floodplain permitting, and inspection services across Mecklenburg County. The role also involves serving as the Floodplain Administrator and Storm Water Administrator for various jurisdictions, working with city and county staff, officials, the development community, and engineers to enhance plan review, permitting, and inspection services. Knowledge of Accela software is a plus.

Position Summary

Manages design and construction projects, participates in land planning, and stays updated on industry trends and best practices in areas such as building systems, storm water management, and environmental services.

Essential Functions
  • Develops and improves engineering and environmental programs
  • Supervises project managers and staff
  • Prepares reports and conducts research
  • Coordinates with regulatory agencies and stakeholders
  • Prepares contracts and negotiates agreements
  • Implements quality control and responds to project delays or emergencies
Minimum Qualifications
  • At least six years of related project management experience or training
  • Bachelor's degree in Architecture, Engineering, Construction Management, or related field
  • Valid North or South Carolina Driver's License and County Driving Privileges
  • PE, PG, or QEP certification required; RA or RLA may be required depending on assignment
Preferred Qualifications
  • PE – Professional Engineer
  • CFM – Certified Floodplain Manager
Knowledge, Skills, and Abilities

Includes project management, regulatory compliance, budgeting, technical design, safety policies, and effective communication skills. Proficiency in Microsoft Office Suite is required.

Work Environment

Primarily outdoor work exposed to weather conditions.

Additional Information

This role involves compliance with ADA and other policies. The description may be revised, and the position may be called upon to assist in emergencies or disasters.
