Job summary

LEAD Endeavors LLC is seeking proactive full-time Civilian Payroll Specialists for an upcoming program at Shaw Air Force Base, South Carolina, to support audits and payroll operations in a civilian/government setting.

The role emphasizes developing standard operating procedures, preparing for audits, mentoring staff, and ensuring accurate processing of complex payroll transactions within a small, mission-driven company.

Qualifications

• 5–7 years direct experience as Payroll Specialist/Manager in civilian or government setting.
• Expert knowledge of payroll regulations including FLSA, tax withholding, and reporting.
• Experience developing and implementing SOPs.
• Experience in financial and compliance audits preparation and management.
• Excellent training, communication, and mentoring skills.
• Proficiency with payroll software (ADP/Workday) and Microsoft Excel.
• CPP designation is highly preferred.

Responsibilities

• Risk and Audit: review payroll processes to identify compliance gaps and risks; develop audit readiness program and internal controls.
• Process Improvement: document payroll activities, create SOPs, identify automation opportunities for accuracy and efficiency.
• Training and Mentoring: deliver training on SOPs, updates, best practices; mentor staff in payroll processing and reporting.
• General Payroll: oversee complex transactions, garnishments, deductions, and off-cycle payments; ensure regulatory compliance.

Qualifications/Abilities You Bring:

• minimum of 5-7 years of direct experience as a Payroll Specialist or Manager, with a proven track record in a civilian or government environment;
• expert knowledge of payroll regulations, including FLSA, tax withholding, and reporting;
• demonstrated experience in developing and implementing SOPs;
• strong background in preparing for and managing financial and compliance audits;
• excellent training, communication, and mentoring skills;
• proficiency with [Mention your payroll software, e.g., ADP, Workday] and Microsoft Excel; and
• Certified Payroll Professional (CPP) designation is highly preferred.

Job Responsibilities:

• Risk and Audit: Conduct a comprehensive review of current payroll processes to identify compliance gaps and areas of risk. Develop and implement a payroll audit readiness program, including creating checklists and internal controls. Serve as the primary point of contact for internal and external audit inquiries related to payroll.
• Process Improvement: Document all payroll activities and develop a complete manual of Standard Operating Procedures (SOPs). Identify opportunities for automation and process optimization to improve accuracy and efficiency. Ensure all payroll-related systems are configured to support compliance and accurate reporting.
• Training and Mentoring: Develop and deliver training sessions to current payroll staff on new SOPs, compliance updates, and best practices. -Provide one-on-one mentoring to team members to enhance their skills in payroll processing, reconciliation, and reporting.
• General Payroll: Oversee complex payroll transactions, including garnishments, deductions, and off-cycle payments. Ensure accurate and timely processing of payroll in accordance with all federal and state regulations.
