EEC Solutions is looking for an Civilian Payroll Specialist for HQ USARCENT.

Summary Of Responsibilities
This position provides civilian pay and personnel administration support to the USARCENT G1, maintaining accurate time, attendance, and payroll records and resolving civilian pay issues with DFAS and the servicing CPAC. The incumbent advises supervisors and employees on pay entitlements and ensures the integrity and safeguarding of civilian payroll data.
Essential Duties and Responsibilities
- Process, review, and certify civilian time and attendance records in ATAAPS; identify and correct timekeeping errors.
- Research and resolve civilian pay discrepancies, debts, and entitlement issues in coordination with DFAS and the servicing CPAC.
- Advise supervisors and employees on pay entitlements, premium pay, overtime, compensatory time, and OCONUS entitlements.
- Maintain civilian payroll records, audit trails, and supporting documentation IAW AR 254002 and applicable records management policy.
- Prepare recurring and ad hoc civilian pay reports, reconciliations, and metrics for G1 leadership.
- Support civilian personnel actions, inprocessing, and outprocessing as they affect pay.
- Safeguard PII and CUI IAW DFARS 252.2047012, NIST SP 800171, and PWS 1.9.5.9.
- Complete all contractrequired training and reporting: AT Level I and iWATCH within 30 calendar days, TARP annually, DoD IA awareness training with ATCTS registration, and daily PERSTAT input.
Minimum Qualifications
Required Education
- Associate's degree minimum; Bachelor's degree in Accounting, Business, Finance, or Human Resources preferred. Four (4) additional years of directly relevant experience may substitute for the degree.
Required Experience
- Minimum three (3) years of DoD civilian payroll, timekeeping, or pay administration experience.
- Demonstrated proficiency with ATAAPS and familiarity with DCPDS and DFAS civilian pay processes.
Required Certifications / Licenses
- Must complete DoD IA awareness training and register in ATCTS during the first month; AT Level I and iWATCH within 30 calendar days.
Special Requirements
- U.S. citizenship required.
- Onsite performance at Shaw AFB, SC.
- Current SECRET clearance required at the time of hire.
Preferred Qualifications (optional)
- Prior Army CPAC, G1, or DFAS civilian pay experience.
- Knowledge of OCONUS civilian entitlements (LQA, post allowance, danger pay).
- Experience supporting an ASCC or theaterlevel headquarters.
