Job summary

Horrocks is seeking a Project Engineer to lead private and municipal site development from due diligence through construction support. You will oversee scope, schedule, budget, quality, and risk, while coordinating with clients and subconsultants to deliver value.

The role requires PE certification with 2+ years post-licensure experience, strong project management, and proficiency in Civil 3D, HydraFlow, WaterCAD, HEC-RAS, GIS, and 365 suite.

Qualifications

• BS or MS in Civil Engineering from an accredited program.
• 2+ years of experience post PE Certification.
• Demonstrated project management and delivery skills; ability to supervise staff and develop execution plans and deliverables

Responsibilities

• Lead private and municipal site development projects from due diligence through construction support.
• Develop project execution plans, scopes of work, and phase plans; tailor delivery approach to context.
• Manage scope, schedule, budget, and risk; ensure QA/QC and document control.
• Coordinate with clients, agencies, and subconsultants; manage meetings and presentations.
• Prepare grading, roadway, drainage, water, and sanitary sewer plans using Civil 3D and related tools.
• Provide construction-phase support including contractor coordination and observation.
• Mentor team members and foster collaboration across offices.
