Job summary

Horrocks is seeking a Roadway/Site Engineer to own projects from start to finish, leading design efforts across drainage, utilities, and roadway components. You will develop scopes, manage budgets, and coordinate with clients and multidisciplinary teams to deliver plans, specifications, and supportive calculations.

The role requires a Civil PE, 7–10 years of progressive civil design experience, and strong communication and proposal development skills.

Qualifications

• Undergraduate or graduate degree in civil engineering.
• 3 years of Civil PE licensure experience.
• 7–10 years in civil design (drainage, utility, roadway, development).
• Self-directed with strong project management and delivery skills.
• Ability to bid projects and develop execution plans.

Responsibilities

• Develop project work plans and scopes.
• Provide project oversight and schedule monitoring.
• Prepare fee proposals and track budgets/invoicing.
• Design roadway, drainage, water, and sewer plans using AutoCAD Civil 3D.
• Produce technical deliverables and reports.
• QA/QC for project deliverables.
• Prepare calculations, specs, and permitting documents.
• Manage development and redevelopment projects for private/public clients.
• Coordinate with Horrocks practice leaders on multi-disciplinary pursuits.
• Maintain communications with clients and project teams.
