The US Army Corps of Engineers, Louisville District, is seeking a Dam Safety Program Manager (DSPM) within the Geotechnical Branch of the Engineering Division in Louisville, KY. The role reports to the District Dam Safety Officer and focuses on routine dam safety activities across the district.

The DSPM will develop and coordinate the dam safety program, manage O&M funds, and lead inter-agency partnerships. A PE or PG license is required, with 15% TDY travel and non-sensitive clearance.

Qualifications

  • One year of specialized experience leading multi-disciplinary teams during planning, design, construction, operation, inspection, and evaluation of Civil Works and Dam Safety projects; providing QA for dam safety projects; offering technical expertise on Geotechnical Engineering and/or Dam Safety.

Responsibilities

Position Overview/Duties

The Louisville District is recruiting for a Dam Safety Program Manager (DSPM) responsible to the District Dam Safety Officer (DSO) for all routine dam safety activities within the District. This position is located within the Geotechnical Branch of the Engineering Division in Louisville, KY.

Description Of Assignment/Duties
  • Serve as the focal point for all “routine” dam safety activities within the District.
  • Develops, coordinates, and implements the District Dam Safety Program to include coordination of Operations & Maintenance (O&M) funds to ensure dam safety priorities are met.
  • Forms and facilitates inter-agency partnerships focused on client/sponsor and stakeholder satisfaction and is an effective proponent for dam safety within the Region.
  • Serves as a technical specialist for the establishment and implementation of the dam safety program.
  • Manages the district dam safety training program.
  • Manages the program of periodic inspection, evaluation, and risk assessment of the dams within the District.
  • Functions as team leader for dam safety emergency coordination with responsibility for implementing, coordinating and reporting on project(s) response to emergency conditions.

Requirements

In addition to meeting one of the basic requirements above, to qualify for this position you must also meet the qualification requirement listed below:

Specialize d Experience:

One year of specialized experience which includes leading and/or working with multi-disciplinary team during the planning, design, construction, operation, inspection, and evaluation of Civil Works and Dam Safety projects; providing quality assurance for dam safety projects; providing technical expertise, advice, and assistance regarding Geotechnical Engineering and/or Dam Safety matters; experience performing screening level risk assessments and risk communication of Dam projects.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Conditions Of Employment
  • A Professional Engineer (PE) license or Professional Geologist (PG) license in good standing is required.
  • A valid, state driver’s license is required.
  • One-year probationary period may be required.
  • This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
  • Appointment may be subject to suitability or fitness determination, as determined by a completed background investigation. Position is designated as Non-Sensitive-No access security clearance.

  • Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
