Position Overview/Duties

The Louisville District is recruiting for a Project Engineer or Architect, GS Series 08XX to serve as project or program manager to manage all phases of complex Architect-Engineer (A-E) contracts for the Engineering Management Branch of the Engineering Division, located in the Louisville District Office, Louisville, KY.

Description Of Assignment/Duties

Major Duties:

  • Plan, organize, coordinate, direct, and control the combined efforts of Engineering Division staff and contract services with Architect/Engineering (A-E) Design Firms to ensure the accomplishment of project objectives.
  • Serve as the Project Delivery Team Technical Leader in all correspondence with Project Management and internal and external project stakeholders and Project Delivery team members.
  • Apply agency guidelines governing various stages of project development and design process, as well as specific guidelines, policies, and standard operating procedures for military and civil works project.
  • Acts as Engineering Division coordinator for engineering and design support during construction activities.
  • Develop Scopes of Work and Independent Government Estimates of Architect/Engineer Design Firm efforts to support design projects. This includes Design/Bid/Build and Design/Build approach to construction project delivery.
  • Lead the government negotiation team in procurement of A-E Task Orders and perform regular assessments on the performance of the A-E Task Order during design and construction support activities.
  • Review directives and/or criteria received from the project manager or others which outline the project requirements and any funds limitations for the proposed project.
Other Conditions And Requirements

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

(GS-12): Specialized Experience: One year of specialized experience equivalent to at least the GS-11 grade level in the Federal service which includes advising on cost estimating, construction engineering and scheduling; estimating costs and schedule for the programming, budgeting, and contract award of multi-contract projects; and performing quality assurance reviews on cost estimating and scheduling aspects of projects

Other Requirements
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • The incumbent is required to file an OGE Form 450, Financial Disclosure Report upon entering into duty in this position and annually thereafter.
  • Requires professional registration - Professional Engineer (PE) or Registered Architect (RA) at the GS-12 level.
