Job summary

Toth And Associates in Portland, OR seeks a Civil Engineer III/IV to plan, design, coordinate, and execute civil projects, including site development, stormwater, wastewater, potable water, and transportation improvements.

Requirements include a 4-year civil engineering degree, EIT (PE preferred), and 3–8 years’ experience. AutoCAD Civil 3D proficiency and regulatory knowledge are essential. Travel up to 10% is expected.

Qualifications

  • EIT certification required.
  • PE license preferred or obtainable within a reasonable timeframe.

  • Strong understanding of local, state, and federal permitting requirements.
  • Proficiency with AutoCAD Civil 3D and common civil design software.

  • Excellent written, verbal, and interpersonal communication skills.
  • Ability to manage multiple projects and priorities.

Responsibilities

  • Lead the design and execution of civil engineering projects from conceptual planning through construction administration.
  • Prepare and review site plans, grading plans, utility plans, stormwater plans, roadway plans, and related documents.
  • Perform engineering calculations, analyses, and design evaluations.
  • Coordinate project activities with internal teams, clients, contractors, consultants, and regulatory agencies.
  • Prepare and review technical reports, cost estimates, specifications, permit applications, and bid documents.
  • Ensure deliverables meet codes, regulations, and company standards.
  • Assist with project planning, scheduling, budgeting, and resource coordination.
  • Monitor progress and identify risks.
  • Provide recommendations on engineering and construction issues.
  • Support construction administration including site visits and contractor inquiries.
  • Mentor Civil Engineer I and II staff and review junior work for quality.
  • Develop and maintain client relationships and support business development.

Job Title

TOTH is seeking a Civil Engineer III/IV to join our Civil Engineering Department. This position is responsible for the planning, design, coordination, and execution of a variety of civil engineering projects, including site development, stormwater management, wastewater systems, potable water systems, and transportation improvements.

Essential Duties and Responsibilities
  • Lead the design and execution of civil engineering projects from conceptual planning through construction administration.
  • Prepare and review site plans, grading plans, utility plans, stormwater plans, roadway plans, and related construction documents.
  • Perform engineering calculations, technical analyses, and design evaluations.
  • Coordinate project activities with internal teams, clients, contractors, consultants, and regulatory agencies.
  • Prepare and review technical reports, cost estimates, specifications, permit applications, and bid documents.
  • Ensure project deliverables meet applicable codes, regulations, and company quality standards.
  • Assist with project planning, scheduling, budgeting, and resource coordination.
  • Monitor project progress and identify potential challenges or risks.
  • Provide recommendations and solutions to engineering and construction-related issues.
  • Support construction administration activities, including site visits, observations, and responses to contractor inquiries.
  • Serve as a technical resource and mentor to Civil Engineer I and II staff.
  • Review work products prepared by junior team members for accuracy and completeness.
  • Develop and maintain positive client relationships and support business development efforts.
  • Represent the firm professionally in meetings, presentations, and project discussions.
  • Travel to project sites as required.
