Job summary

Parkhill in Midland, Texas seeks a civil engineer specializing in site development. The role leads design of pavement, utilities, grading and drainage, while managing engineers and client relationships. Expect collaboration with city authorities and multi-disciplinary teams on municipal and private projects, with both planning and execution responsibilities.

Requires a B.E. and Texas PE; 6+ years of experience; AutoCAD Civil 3D and ArcGIS proficiency; strong communication and leadership skills;

Qualifications

  • Bachelor's degree in engineering required.
  • Texas professional engineer registration required.
  • Minimum 6 years of relevant experience in site development tasks.
  • Experience with Platting, Zoning, and Municipal Permitting.
  • Site planning and development master planning experience preferred.
  • Grading, drainage, street and utility design experience.
  • Hydrology and hydraulics analysis and design knowledge.
  • Construction management experience helpful.
  • Proficient in AutoCAD Civil 3D and ArcGIS.
  • Strong written and verbal communication skills with clients and authorities.

Responsibilities

  • Lead and manage engineers and technicians.
  • Provide technical supervision in pavement, utilities, grading, drainage, and site elements.
  • Develop client relationships, manage finances and responsiveness.
  • Navigate local zoning ordinances and subdivision regulations.
  • Coordinate surveying support and field work.
  • Represent Parkhill at hearings, commissions, and council meetings.
  • Develop proposals, scopes, fees, and track performance.
  • Build and maintain relationships with City departments.
  • Oversee and contribute to site design for office, retail, industrial, and institutional buildings.

This is a full-time, exempt position paid on a salary basis.

Responsibilities
  • Leadership and management of engineers and technicians.
  • Technical supervision and design capabilities in the areas of pavement, utilities, grading, site elements, and drainage.
  • Client development and management, including successful relationships, financial accounting, and responsiveness.
  • Familiarity with local zoning ordinances, subdivision regulations, and other design criteria.
  • Manage demands of in-house and external surveying support.
  • Community involvement including active participation and seeking leadership roles in civic, technical, and professional organizations.
  • Develops proposals, scopes, fees, and tracking performance.
  • Development and maintenance of relationships with City departments.
  • Presentations at hearings, Commissions, and Council meetings.
  • Project types to include:
  • Site Design for Office, Retail, Industrial, and Institutional Buildings
  • Residential Subdivisions from Land Acquisition to Finished Lots
  • Municipal Roadway, Drainage, and Planning projects
Qualifications
  • Bachelor's degree in engineering required.
  • Professional engineer registration in Texas.
  • Minimum 6 years of experience in the types of responsibilities listed above.
  • Additional desirable experience would include:
  • Experience including plans production and management of the following tasks:
    • Experience with entitlements such as Platting, Zoning, and Municipal Permitting
    • Experience with Site Planning and Development Master Planning
    • Grading and Drainage Design
    • Street and Alley Design
    • Site Design
    • Water and Wastewater Design
    • Hydrology and Hydraulics Analysis and Design
    • General Civil Design
    • Construction Management
    • Software including AutoCAD Civil 3D and ArcGIS.
    • SWP3s
  • Excellent written and oral communication skills to interact effectively with clients, staff, municipal authorities, vendors, and contractors.
  • Must be able to attend City Council/client meetings as needed.
