Job summary

Parkhill, a leading Southwest engineering firm, seeks a Civil Engineer to join our Lubbock-area team. The role focuses on site development with responsibilities across pavement, utilities, grading, and drainage.

Qualifications

  • Bachelor's degree in engineering required.
  • Professional engineer registration in Texas.
  • Minimum 6 years of experience in site development-related work.
  • Experience with entitlements such as Platting, Zoning, and Municipal Permitting.
  • Experience with Site Planning and Development Master Planning; Grading and Drainage.

Responsibilities

  • Lead and manage engineers and technicians on projects.
  • Provide design capabilities for pavement, utilities, grading, site elements, and drainage.
  • Develop and maintain client relationships; ensure responsiveness and financial accountability.
  • Navigate local zoning ordinances, subdivision regulations, and design criteria.
  • Coordinate surveying support and external consultants as needed.
  • Engage with civic and professional organizations and communities.
  • Develop proposals, scopes, fees, and track performance.
  • Maintain relationships with City departments; present at hearings and meetings.
  • Design Site for Office, Retail, Industrial, and Institutional buildings.
  • Oversee residential subdivisions from land acquisition to finished lots.
  • Lead Municipal Roadway, Drainage, and Planning projects.

Parkhill is seeking a professional civil engineer with a specialization in site development to be part of our team in Lubbock, Texas. This position is an opportunity to enhance one's design skills while working on Parkhill's diverse range of site development related work. This is a full-time, exempt position paid on a salary basis.

Parkhill is one of the largest architectural and engineering firms in the Southwest with14offices located throughout Texas, New Mexico, and Oklahoma.


Responsibilities


  • Leadership and management of engineers and technicians.

  • Technical supervision and design capabilities in the areas of pavement, utilities, grading, site elements, and drainage.

  • Client development and management, including successful relationships, financial accounting, and responsiveness.

  • Familiarity with local zoning ordinances, subdivision regulations, and other design criteria.

  • Manage demands of in-house and external surveying support.

  • Community involvement including active participation and seeking leadership roles in civic, technical, and professional organizations.

  • Develops proposals, scopes, fees, and tracking performance.

  • Development and maintenance of relationships with City departments.

  • Presentations at hearings, Commissions, and Council meetings.

  • Project types to include:

  • Site Design for Office, Retail, Industrial, and Institutional Buildings

  • Residential Subdivisions from Land Acquisition to Finished Lots

  • Municipal Roadway, Drainage, and Planning projects


Qualifications


  • Bachelor's degree in engineering required.

  • Professional engineer registration in Texas.

  • Minimum 6 years of experience in the types of responsibilities listed above.

  • Additional desirable experience would include:

  • Experience including plans production and management of the following tasks:

    • Experience with entitlements such as Platting, Zoning, and Municipal Permitting

    • Experience with Site Planning and Development Master Planning

    • Grading and Drainage Design

    • Street and Alley Design

    • Site Design

    • Water and Wastewater Design

    • Hydrology and Hydraulics Analysis and Design

    • General Civil Design

    • Construction Management

    • Software including AutoCAD Civil 3D and ArcGIS.

    • SWP3s



  • Excellent written and oral communication skills to interact effectively with clients, staff, municipal authorities, vendors, and contractors.

  • Must be able to attend City Council/client meetings as needed.
