Job summary

Parkhill in Lubbock, Texas seeks a professional civil engineer with a specialization in site development to join our team. This full-time, exempt position offers the chance to advance design skills across Parkhill’s diverse site development projects, from municipal sites to complex commercial developments.

Ideal candidates will have a Bachelor’s degree in engineering, Texas PE license, and at least six years of relevant experience, with strong leadership, client relations, and knowledge of

Qualifications

• Bachelor's degree in engineering required.
• Texas Professional Engineer (PE) license required.
• Minimum 6 years of site development experience.
• Experience with Platting, Zoning, and Municipal Permitting.
• Experience with Site Planning and Development Master Planning.
• Knowledge of grading, drainage, street/alley design, and site design.
• Familiarity with water/wastewater design and hydrology/hydraulics.
• Proficiency in AutoCAD Civil 3D and ArcGIS; SWP3s.
• Excellent written and oral communication; able to attend hearings.

Responsibilities

• Lead and manage engineers and technicians.
• Provide technical supervision for pavement, utilities, grading, and drainage.
• Develop client relationships and manage projects financially.
• Coordinate with zoning ordinances, subdivision regs, and design criteria.
• Oversee surveying support and city department relations.
• Represent firm at hearings and council meetings.
• Prepare proposals, scopes, fees, and track performance.
• Contribute to site design for office, retail, industrial, and institutional projects.

Responsibilities

• Leadership and management of engineers and technicians.
• Technical supervision and design capabilities in the areas of pavement, utilities, grading, site elements, and drainage.
• Client development and management, including successful relationships, financial accounting, and responsiveness.
• Familiarity with local zoning ordinances, subdivision regulations, and other design criteria.
• Manage demands of in-house and external surveying support.
• Community involvement including active participation and seeking leadership roles in civic, technical, and professional organizations.
• Develops proposals, scopes, fees, and tracking performance.
• Development and maintenance of relationships with City departments.
• Presentations at hearings, Commissions, and Council meetings.
• Project types to include:
• Site Design for Office, Retail, Industrial, and Institutional Buildings
• Residential Subdivisions from Land Acquisition to Finished Lots
• Municipal Roadway, Drainage, and Planning projects

Qualifications

• Bachelor's degree in engineering required.
• Professional engineer registration in Texas.
• Minimum 6 years of experience in the types of responsibilities listed above.
• Additional desirable experience would include:
• Experience including plans production and management of the following tasks:
• Experience with entitlements such as Platting, Zoning, and Municipal Permitting
• Experience with Site Planning and Development Master Planning
• Grading and Drainage Design
• Street and Alley Design
• Site Design
• Water and Wastewater Design
• Hydrology and Hydraulics Analysis and Design
• General Civil Design
• Construction Management
• Software including AutoCAD Civil 3D and ArcGIS.
• SWP3s
• Excellent written and oral communication skills to interact effectively with clients, staff, municipal authorities, vendors, and contractors.
• Must be able to attend City Council/client meetings as needed.
