Job summary

Parkhill is seeking a professional civil engineer with a specialization in site development to join our El Paso team. This full-time role focuses on design and project leadership for office, retail, industrial, and municipal projects.

You will supervise engineers and technicians, guide proposals and budgets, and ensure successful client relations. TX PE licensure and 6+ years of relevant experience are expected; proficiency with AutoCAD Civil 3D and ArcGIS is preferred.

Qualifications

• Bachelor's degree in engineering is required.
• Professional Engineer registration in Texas is required.
• Minimum 6 years of relevant experience in site development and related tasks.
• Experience with planning and entitlements such as platting, zoning, and municipal permitting.
• Experience with site planning, grading, water and wastewater design, and drainage is preferred.
• Strong communication, client relations, and ability to attend meetings as needed.

Responsibilities

• Lead and manage engineers and technicians on site development projects.
• Provide technical supervision for pavement, utilities, grading, site elements and drainage.
• Develop proposals, scopes, fees, and track performance.
• Maintain relationships with City departments and clients.
• Present at hearings, commissions, and council meetings.
• Oversee design for Office, Retail, Industrial, Institutional projects and residential subdivisions.

Responsibilities

• Leadership and management of engineers and technicians.
• Technical supervision and design capabilities in the areas of pavement, utilities, grading, site elements, and drainage.
• Client development and management, including successful relationships, financial accounting, and responsiveness.
• Familiarity with local zoning ordinances, subdivision regulations, and other design criteria.
• Manage demands of in-house and external surveying support.
• Community involvement including active participation and seeking leadership roles in civic, technical, and professional organizations.
• Develops proposals, scopes, fees, and tracking performance.
• Development and maintenance of relationships with City departments.
• Presentations at hearings, Commissions, and Council meetings.
• Project types to include:
• Site Design for Office, Retail, Industrial, and Institutional Buildings
• Residential Subdivisions from Land Acquisition to Finished Lots
• Municipal Roadway, Drainage, and Planning projects

Qualifications

• Bachelor's degree in engineering required.
• Professional engineer registration in Texas.
• Minimum 6 years of experience in the types of responsibilities listed above.
• Additional desirable experience would include:
• Experience including plans production and management of the following tasks:
  • Experience with entitlements such as Platting, Zoning, and Municipal Permitting
  • Experience with Site Planning and Development Master Planning
  • Grading and Drainage Design
  • Street and Alley Design
  • Site Design
  • Water and Wastewater Design
  • Hydrology and Hydraulics Analysis and Design
  • General Civil Design
  • Construction Management
  • Software including AutoCAD Civil 3D and ArcGIS.
  • SWP3s
• Excellent written and oral communication skills to interact effectively with clients, staff, municipal authorities, vendors, and contractors.
• Must be able to attend City Council/client meetings as needed.
