General Overview of Position
This is an unprecedented time in the history of the City of Kenosha with very large capital investments by the City in its infrastructure and community. This includes the redevelopment of a 107-acre site located in the heart of Kenosha, which was a former automobile manufacturing facility, and over $450 million of planned investments in the downtown area and infrastructure.
The Engineering Division of the Public Work Department performs tasks involving the planning, design, and construction of roadways, storm sewer systems, environmental remediation, shoreline protection, site development, park improvements, and city-owned facilities. This position will be under the direct supervision of the Assistant City Engineer. The applicant will apply intensive and diversified knowledge of engineering principles and practices, and perform municipal engineering work related to the planning, designing and overseeing of construction and maintenance of public works projects. You will manage projects of your own and/or as the leader of a team.

Example of Duties & Responsibilities
- Makes computations; assists in the preparation of estimates and specifications for facility and infrastructure improvement projects.
- Prepares maps and drawings, and performs engineering design.
- Maintains records, conducts analysis, and prepares reports.
- Inspects the construction of engineering projects for adherence to plans and specifications.
- Prepares documents, spreadsheets, databases and presentations using standard software applications as may be directed.
- Works as a team member on more complex engineering design projects.
- Schedules, designs, and develops specifications for engineering design projects.
- Assesses project costs and prepares bidding documentation.
- Participates in the analysis and review of engineering studies and designs prepared by professional consultants.
- Prepares reports and recommendations for the consideration and request for action of professional and administrative superiors and committees.
- Conducts special engineering studies and projects relating to technical aspects of Public Works functions.
- Recommends design changes during construction, reviews contractor's change orders and payment requests for recommendation to the Director of Engineering.
- Volunteer opportunities to assist in snow and ice activities.

Requirements
Training and Experience:
- Bachelor's degree with a major in civil engineering or related engineering field from an accredited institution. (College seniors who anticipate successfully acquiring such bachelor's degree within the current academic period are also encouraged to apply.)
- Previous civil or municipal engineering experience is desirable.
- Registration as an Engineer-in-Training or ability to obtain certification within the probationary period (12 months).
Knowledge, Abilities and Skills:
- Knowledge of engineering and construction principles and practices as applied to the design, construction, and maintenance of public works facilities in the area of specialization.
- Knowledge of mathematical engineering applications, land and surveying methods, and general public works operations.
- Ability to prepare construction cost estimates.
- Knowledge of the laws and regulations applicable to the design, construction, and inspection of a variety of public works projects.
- Ability to supervise the work of technical personnel involved in design and construction projects is desirable.
- Ability to establish and maintain effective working relationships with employees, contractors, developers, officials and the general public.
- Ability to read and interpret construction plans and specifications.
- Ability to prepare assessments for engineering and construction projects.
- Knowledge of computer design software and geographical information systems (GIS) such as, but not limited to, AutoCAD and ESRI is highly desirable.
Physical Requirements
- Work may involve the regular, and at times, sustained, performance of heavier physical tasks such as walking over rough or uneven surfaces, bending, stooping, or working in confined spaces if certified.
- Work may involve the continuous operation of hand tools, calling for full coordination of sensory and manipulative ability in order to achieve full production to acceptable standards.
- Work may involve occasional heavy lifting, carrying or moving of items 20-50 pounds, but the emphasis is placed upon the coordination and manipulation skills.

Most employees receive annual salary increases of 2.5% based on the current compensation plan. Additional across-the-board pay increases may occur annually.

no co-pay nor cost to employees and their families to access Virtual Primary Care. The onsite clinic may be accessed for a
$0-$25 co-pay based on type of visit.
Dental insurance is effective after the first of the month following 30 days of employment. There is
no premium for this coverage.
We participate in the Wisconsin Retirement System (WRS). This is a
pension plan.
We match the employee contribution amount monthly for general employees. The current contribution rate for general and teacher employees can be found here.
Term group
life insurance coverage is provided to employees who participate in the WRS through the Wisconsin Public Employers Group Life Insurance Program. The premium for Basic Plan coverage is
paid by the City for active employees.
Employees may elect to defer part of their income into a 457(b) retirement plan through Mission Squared Retirement Corporation, Nationwide Retirement Solutions or the Wisconsin Deferred Compensation Program.
Employees enjoy numerous types of paid time off.
Employees earn up to 12 days of
sick leave per year. Sick leave can be carried over year after year & never expires during employment.
Paid Vacation - available for use on January 1 each year! (pro-rated your first year of employment)
