Job summary

NAVFAC Pacific is seeking journey-level Civil Engineers to join our team, supporting military construction and facility development for the Navy and Marine Corps. The role focuses on independent civil design, analysis, and consultation across MILCON projects, with emphasis on cost estimating and scheduling.

Responsibilities include leading multi-discipline design efforts, QA of external designs, post-construction support, and mentoring junior engineers.

Qualifications

  • Bachelor’s Degree in Engineering is required.
  • Must be able to obtain and maintain a SECRET Clearance.
  • US Citizen aged 18 or older at time of hire.
  • Males must be registered or exempt from Selective Service.

Responsibilities

  • Independently perform civil engineering design, analysis, and evaluation for a wide range of projects, including site development, roads, utilities, and waterfront structures, preparing all necessary drawings, cost estimates, and specifications.
  • Provide technical administration and management for multi-discipline design projects, leading design charrettes, identifying risks, and ensuring projects are completed within budget and on schedule.
  • Perform quality assurance reviews of designs and studies prepared by private A/E firms and prepare statements of work and technical evaluations for procurement of A/E services.
  • Provide post-construction award services, including review of contractor submittals, responding to RFIs, and performing site visits to resolve construction issues.
  • Serve as a technical authority for civil engineering projects, resolving design deficiencies, and mentoring junior engineers within the organization.
  • Act as the Contracting Officer's Representative (COR) or Technical Point of Contact (TPOC), assisting in the administration, oversight, and performance assessment of A/E contracts.

Highly Desirable: Professional Engineer and 4-10 years construction cost estimating and scheduling experience

Our Civil Engineers are responsible for providing independent, timely, and professional structural engineering products, services and consultation, design, construction, and maintenance of facilities for the Navy, Marine Corps, and other supported Commands. You will be working on a variety of special projects and critical military construction (MILCON), and be involved in the demolition, maintenance, space utilization, and development of facilities.

As a Civil Engineer, you will:

  • Independently perform comprehensive civil engineering design, analysis, and evaluation for a wide range of projects, including site development, roads, utilities, and waterfront structures, preparing all necessary drawings, cost estimates, and specifications.
  • Provide technical administration and management for multi-discipline design projects, leading design charrettes, identifying risks, and ensuring projects are completed within budget and on schedule.
  • Perform quality assurance reviews of designs and studies prepared by private architectural and engineering (A/E) firms and prepare statements of work and technical evaluations for the procurement of A/E services.
  • Provide post-construction award services, including the review of contractor submittals, responding to technical information requests (RFIs), and performing site visits to resolve construction issues.
  • Serve as a technical authority for civil engineering projects, resolving design deficiencies, and mentoring junior engineers within the organization.
  • Act as the Contracting Officer's Representative (COR) or Technical Point of Contact (TPOC), assisting in the administration, oversight, and performance assessment of A/E contracts.

Key Position Requirements:

  • Bachelor’s Degree in Engineering
  • Valid Driver’s License
  • Must be able to obtain and maintain a SECRET Clearance
  • A US Citizen aged 18 or older at time of hire
  • Males registered or exempt from Selective Service www.sss.gov
  • Determined suitable for federal employment (process includes a background check and fingerprinting)
