Job Summary:

Under general supervision of the City Engineer, performs professional entry- to intermediate-level civil engineering work supporting the planning, design, review, construction, and delivery of municipal infrastructure and private development projects. The position applies established engineering principles to streets, drainage, water, wastewater, and related public infrastructure; reviews technical plans and calculations; supports capital improvement projects; coordinates with internal and external stakeholders; and develops progressively greater technical and project-management responsibility while working toward professional engineering licensure.

Minimum Qualifications:

Education: Bachelor’s degree in Civil Engineering from an ABET-accredited engineering program.
Experience: Two (2) years of civil engineering experience preferred; municipal engineering, development review, design, or construction experience is highly desirable. Relevant internship or cooperative education experience may be considered.
Licenses/Certifications: Valid Texas Driver’s License. Engineer-in-Training (EIT) certification in Texas required, or ability to obtain within six (6) months of employment.

Essential Job Functions:

Reviews private development plans, plats, engineering studies, specifications, calculations, and related submittals for compliance with City codes, design criteria, construction standards, and applicable state and federal requirements.
Assists with the planning, design, and technical review of municipal infrastructure projects involving streets and roadways, drainage and floodplain systems, water distribution, wastewater collection, and related facilities.
Prepares and reviews engineering calculations, drawings, specifications, quantity takeoffs, cost estimates, reports, and other technical documents using AutoCAD/Civil 3D, ArcGIS, and other engineering applications.
Supports Capital Improvement Program projects through design and construction, including scope development, schedule and budget tracking, consultant and contractor coordination, review of submittals, and resolution of field or design issues.
Conducts field reviews and construction observations to evaluate site conditions, verify conformance with approved plans and specifications, document findings, and assist in resolving construction-related issues.
Coordinates engineering activities with City departments, developers, consultants, contractors, utility providers, and outside agencies including TxDOT, Hunt County, railroads, FEMA, USACE, and other regulatory or governmental entities.
Assists with drainage, hydrologic/hydraulic, floodplain, utility, roadway, and development-related analyses and supports updates to engineering standards, infrastructure records, maps, and GIS data.
Provides technical support for grant-funded and special projects, including data collection, cost estimates, technical documentation, consultant coordination, milestone tracking, and preparation of supporting materials.
Responds professionally to engineering-related inquiries from City staff, developers, consultants, contractors, agencies, and the public; communicates technical information clearly in written and verbal form.
Performs other related duties as assigned.

Knowledge of:

Principles and practices of civil and municipal engineering, including planning, design, construction, and maintenance of public infrastructure.
Engineering principles applicable to drainage and floodplain management, water distribution, wastewater collection, and street and roadway systems.
Development review, engineering plans and specifications, construction methods, contract documents, cost estimating, and basic project management.
Applicable local, state, and federal engineering standards, codes, regulations, permitting requirements, and public works construction requirements.
Engineering technology and software used for design, analysis, mapping, and document preparation, including CAD/Civil 3D, GIS, and Microsoft Office applications.

Physical Demands/Work Environment: Work is performed in both a standard office environment and in the field, including active construction sites, with low to high noise levels depending on location. Subject to sitting for extended periods; standing, walking, bending, reaching, stooping, kneeling, crouching, climbing, and traversing uneven terrain during site visits and inspections. Requires frequent use of computers and engineering software and the ability to read plans, maps, and technical documents. May occasionally lift, carry, push, or pull plans, equipment, and materials weighing up to 40 pounds. Field work may involve exposure to traffic, construction activity, dust, noise, and outdoor weather conditions including heat, cold, wind, rain, and humidity. Must be able to safely travel to and move throughout project and construction sites and work with a wide variety of people experiencing different levels of emotions.
