Job summary

The City of San Antonio seeks an Engineering Supervisor to oversee the activities of an Engineering section or division. The role focuses on delivering quality public works projects, reviewing plans, and ensuring compliance with specifications.

Working under general supervision, you will guide staff, manage budgets, coordinate with other City departments, and advise on technical engineering issues to support safe, efficient transportation and infrastructure for San Antonio.

Qualifications

• Bachelor's Degree in Engineering from an accredited program.
• Four (4) years' engineering experience.
• No substitution for education.
• Licensed Professional Engineer (P.E.) in TX or eligible with 6 months to obtain TX PE.

Responsibilities

• Supervise professional, technical, and other employees in the development, design, construction, and maintenance of principal public works projects.
• Review design plans, project specifications, and cost estimates; attend review meetings; identify and solve design problems.
• Approve plans and specifications for construction contracts.
• Advise other City departments on technical engineering issues.
• Review consultant fee proposals; monitor and approve compensation for professional engineering services.
• Review bid packages prepared by consultants.
• Attend pre-bid conferences; analyze bid results; provide bid recommendations.
• Assist with budget preparation.
• Perform related duties and fulfill responsibilities as required.

Job Description

Under general supervision, is responsible for performing professional work supervising the activities of an Engineering section or division. Working conditions are primarily in an office environment. Exercises direct supervision over assigned staff.

City Tower - 100 W. Houston Street, San Antonio, TX 78205

Work Hours

7:45 a.m. - 4:30 p.m., Monday - Friday

Essential Job Functions

• Supervises professional, technical, and other employees in the development, design, construction, and maintenance of principal public works projects.
• Reviews design plans, project specifications, and cost estimates; attends review meetings; and identifies and solves design problems.
• Approves plans and specifications for construction contracts.
• Advises other City departments on matters related to technical engineering issues.
• Requests and evaluates consultant fee proposals; monitors and approves compensation for professional engineering services.
• Reviews bid packages prepared by consultants.
• Attends pre-bid conferences; analyzes bid results; makes recommendations on accepting/rejecting bids.
• Assists with budget preparation.
• Performs related duties and fulfills responsibilities as required.

Qualifications

• Bachelor's Degree in Engineering from an accredited college, university, or engineering school approved by a State Board of Registration for Professional Engineers.
• Four (4) years' experience in engineering.
• No substitution for education allowed.
• Licensed Professional Engineer (P.E.) in the State of Texas OR Licensed Professional Engineer (P.E.) from another state with the ability to obtain a P.E. license in the State of Texas within 6 months of employment.
• Valid Class 'C' Texas driver's License.

Preferred Qualifications

• Experience in the design & construction of stormwater or drainage projects.
• Experience working with or for public agencies and familiarity with transportation capital programs, permitting processes, and interdepartmental coordination.
• Experience working collaboratively with internal and external stakeholders to advance shared transportation, safety, and mobility goals.
• Ability to translate technical engineering and safety concepts into clear, accessible language for non-technical audiences, stakeholders, and community members.
• Certified Floodplain Manager certification.
