Job summary

Gfoat in Richardson, TX is seeking a Civil Engineer to interpret city ordinances and design standards for land development, including water, sewer, drainage and paving. JOB SUMMARY:

• Under direction of Assistant Director of Development Services (Development & Engineering), interpret and implement city ordinances and construction and design standards relative to land development in areas of water, sanitary sewer, drainage, and paving. Attend and participate in public meetings, as required. Serve as project manager on commercial and residential development project review, design and permitting, and some city-related infrastructure projects. Perform other related work as required.

ESSENTIAL JOB FUNCTIONS:

Development and Engineering Related

• Review civil engineering plans and other development related plans and specifications of highly technical nature for conformance to City codes, ordinances, construction and design standards, and policies, including coordination with other City departments and outside agencies, and ensure compliance with state statutory requirements.
• Negotiate with applicants to seek solutions to issues or concerns, using individual professional knowledge, judgement, and research including best engineering practices appropriate for the City.
• Manage all facets of development projects including but not limited to: coordination of right-of-way and easement acquisition; calculating escrow and participation costs; monitoring and coordinating construction; preparing project description reports; reviewing civil engineering and other development related plans; and/or administering development contracts.
• Prepare analyses of water, sewer, and drainage capacities related to development projects.
• Providing assistance to the Assistant Director of Development Services (Development and Engineering) and/or managing contract administration and oversight associated with special design studies related to infrastructure improvements.
• Effectively respond to inquiries from the public, staff, property owners, and developers related to City codes, ordinances, construction and design standards, policies, and procedures, as well as regarding development projects that are currently pending review, approved, and/or under construction.
• Effectively and clearly read, evaluate, interpret, and distinguish color and details on maps, plans, and documents for compliance with adopted City policies, ordinances and construction and design standards.
• Conduct site visits including evaluating surrounding conditions, taking photographs and documenting conditions as needed, and addressing engineering-related solutions when necessary.
• Conduct field assessments to establish and/or verify line and grade.
• Provide engineering assistance, review, approval, solutions, and designs to other City departments.
• Manage the City’s post-construction storm water quality program, including but not limited to annual inspections being conducted/completed, and enforcement with program requirements and City ordinances.
• Coordinate civil engineering plan as-builts document retention.
• Respond to open record requests when received, in coordination with the department and City Secretary’s Office.

ESSENTIAL JOB FUNCTIONS (CONTINUED):

• Research and write, implement, and/or manage new City policies, construction and design standards, and ordinances.
• Assist with writing and executing development agreements, as well as monitoring for compliance.
• Write and execute agreements between the City and property owners, including but not limited to site improvements, encroachments, shared dumpsters, shared parking, maintenance responsibilities.
• Assist property owners with identifying potential solutions related to drainage and grading issues, as necessary.
• Professional Representation
• Communicate courteously and effectively with other employees, city officials, the business community, contractors, developers, consultants, and the public, in person, in writing, and by telephone and/or videoconferencing – sometimes in stressful situations.
• Effectively coordinate, communicate, and interact with other local, regional, and state agencies related to development projects.
• Attend City Plan Commission meetings when needed.
• Regular and reliable attendance is essential. Work extended work hours as necessary to attend meetings and meet operational needs.

REQUIRED EDUCATION, DEGREES, CERTIFICATES AND/OR LICENSES:

Bachelor of Science in Civil Engineering degree or similar related degree required from a university with an engineering program accredited by the Accrediting Board for Engineering and Technology. Preferential consideration will be given to candidates with a Civil Engineering degree. Must be Professional Engineer licensed in Texas or obtain license within 12 months of appointment to position. Texas driver’s license, Class C, is required.

EXPERIENCE, TRAINING, KNOWLEDGE, AND SKILLS:

Minimum of four (4) years of professional experience required in civil engineering practice, preferably with a municipality or county government.

Professional, supervisory, administrative and technical knowledge in civil engineering design, construction and related fields required.

Demonstrated proficiency required regarding making sound decision-making, including but not limited to civil engineering design and best engineering practices.

Skill required in reviewing development plans, including but not limited to civil engineering plans, site plans, landscape plans, and plats, with demonstrated ability to resolve conflicting ordinance requirements and construction and design standards.

Demonstrated proficiency required in computer applications such as Microsoft Office applications (in particular Excel), ArcGIS, and Bluebeam. Experience in AutoCAD or similar applications is beneficial.

Must have ability to mentally focus during assigned work activities, be able to work independently, think, and respond quickly to urgent situations, and have ability to work efficiently in a team environment.

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS:

Sit and operate a computer and standard office equipment for extended periods. Perform field inspections requiring travel to development sites. Walk, carry, drag, hold, lift and/or push up to 50 pounds of equipment. Kneel, sit, squat, stand and/or twist while performing duties. Work indoors and outdoors, including in adverse weather conditions, such as extreme cold, heat, heights, temperature swings and noise. Some exposure to mechanical, radiation, fume/odor and dust/mite hazards, using appropriate safety precautions.
