Job summary

Gfoat is seeking a CIP Engineer to lead the City’s Capital Improvement Program and oversee long‑range infrastructure planning. The role directs staff, consultants, and partner agencies from project initiation to completion, ensuring alignment with community needs and engineering standards.

• Knowledge of civil engineering processes.
• Knowledge of applicable Federal, State, and Local laws, ordinances, and codes that govern construction.
• Leadership, decision‑making, and building collaborative working relationships.
• Project management and task prioritization abilities.

Responsibilities

• Leads and administers consultant selection, bids, contracts, and change orders.
• Develops and coordinates multi-year Capital Improvement Program and funding strategies.
• Oversees program schedules, budgets, milestones, and specs to avoid delays.
• Manages water, wastewater, stormwater, and street systems planning and CIP prioritization.
• Oversees design and construction of maintenance projects for streets, drainage, water, and wastewater.
• Provides guidance within policy guidelines and ensures CIP projects are delivered on time and budget.
