Job summary

The City of El Paso Texas is seeking a senior program executive to coordinate the Capital Improvements Program (CIP) and advise top management on non-engineering issues. This role requires leading an administrative team, aligning project proposals with available funds, and guiding cross-department collaboration on capital projects.

Qualifications

• Bachelor's degree or higher in Business or Public Administration, or Engineering or related field.
• Five (5) years professional, managerial or administrative experience in preparation and fiscal oversight of operating budgets or capital projects.
• Licenses: Texas Class "C" Driver's License or equivalent from another state.

Responsibilities

• Plan, organize and oversee the City CIP to budget and schedule projects for public buildings, facilities and infrastructure.
• Coordinate with departments and executives on funding, change orders and project prioritization.
• Prepare and present CIP status, milestones and financial projections to senior leadership.
• Ensure compliance with policies and fiscal controls across multi-department projects.
