Job summary

IDC Corporate seeks a Technical Project Manager to lead the China deployment of IDC Quanta, coordinating cross-border teams and vendors. The role ensures ICP filing, regulatory compliance, and secure cloud provisioning to meet Week 9 readiness and Week 22 go-live milestones.

You bring 10+ years delivering complex tech projects, 5+ years in cross-border deployments, and proven budget oversight of over $1M. Mandarin/English bilingualism is required for seamless Asia-Pacific collaboration.

Qualifications

• 10+ years in technology implementation and 5+ years leading cross-border China deployments.
• Hands-on ICP filing experience with at least one successful filing.
• Working knowledge of MLPS 2.0 and PIPL compliance.
• Budget responsibility exceeding $1M USD on a comparable engagement.
• Hands-on experience with Alibaba Cloud or AWS China (Sinnet), including VPC isolation, BYOK encryption.
• Bilingual in Mandarin and English; ability to operate across China and US leadership.

Responsibilities

• End-to-end delivery of the Pre-Sprint through Sprint 4 plan with cloud provisioning and production deployment.
• Own ICP filing end-to-end, coordinating with a filing agent to maintain momentum.
• Oversee MLPS 2.0 gap assessment and PIPL compliance, documenting required certifications.
• Provision and configure China cloud infrastructure with BYOK and isolation requirements.
• Coordinate with third-party vendors; chair steering committee touchpoints and deliver status decks.
• Prepare risk registers and remediation plans for red-rated criteria; ensure timely communications.
• Support regulatory opinions and export controls with a clean, API-driven test structure.
