Job summary

Maximus is seeking a Business Analyst to support large child welfare system modernization initiatives by translating program, policy, operational, and stakeholder needs into clear business requirements, process documentation, functional specifications, and project deliverables.

This role works closely with client leadership, child welfare program staff, technical teams, vendors, IV&V or PMO resources, and other stakeholders to validate workflows, identify gaps and dependencies, support

Qualifications

• Four (4) years of current, relevant experience in business analysis, requirements elicitation, process improvement, project coordination, or system implementation support.
• Knowledge of CCWIS, IV&V, PMO, and public sector modernization is preferred.
• Experience documenting requirements, functional specifications, use cases, and traceability matrices.
• Ability to analyze complex information, identify risks, issues, and dependencies, and communicate findings clearly.

Responsibilities

• Elicit, analyze, document, and validate business, functional, reporting, interface, data, and operational requirements for child welfare modernization workstreams.
• Facilitate requirements sessions, workshops, interviews, and meetings with stakeholders.
• Document current-state and future-state processes, workflows, use cases, and functional specifications.
• Support traceability between objectives, requirements, design, testing, and go-live readiness.
• Coordinate with PMO, IV&V, technical teams, and stakeholders to track decisions and actions.
• Assist with data conversion, reporting, and modernization workstream analyses.
• Prepare client-ready documentation, status updates, and deliverables.
• Support QA, UAT, defect triage, and post-implementation activities.
