Job summary

Maximus is seeking a Business Analyst to support large child welfare system modernization initiatives by translating program, policy, and stakeholder needs into clear requirements and deliverables. The role collaborates with client leadership, program staff, technical teams, vendors, and PMO resources to validate workflows and ensure alignment with federal and state requirements.

Qualifications

• Four years of current, relevant experience in business analysis and related areas.
• Knowledge of child welfare is required.
• Experience with government health and human services programs is preferred.

Responsibilities

• Deliver consulting project activities for various projects.
• Analyze complex data and identify patterns, recommend actions, and measure outcomes.
• Coordinate with technical staff to understand business requirements, specifications, and processes.
• Conduct market research and understand market trends.
• Create system functional specifications from business requirements.
• Interact with organization and client managers.
• Perform cost/schedule monitoring.
• Identify additional product and service opportunities in customer organization.
• Elicit, analyze, document, and validate business, functional, reporting, interface, data, and operational requirements for child welfare system modernization workstreams.
• Facilitate requirements sessions, workshops, interviews, and working meetings with stakeholders.
• Document current-state and future-state business processes, workflows, use cases, user stories, business rules, process maps, and functional specifications.
• Support traceability between objectives, requirements, system design, testing, implementation readiness, and deliverables.
• Analyze gaps, risks, issues, assumptions, dependencies, and operational impacts across program areas.
