The City of New York’s Administration for Children’s Services (ACS) carries out child welfare and juvenile justice services, including foster care, subsidized childcare vouchers and family supports. The CFWB unit ensures policy compliance and proactive safeguards across federal, state and local funding streams.

The Child Care Risk and Integrity Specialist will perform investigations, monitor deferrals, document findings, and prepare monthly fraud data while reporting to state oversight agencies

Qualifications

• Master's degree in economics, finance, accounting, public administration, public health, human resources management, or related field.
• Bachelor's degree with 3+ years in budget/financial administration, accounting, or program evaluation.
• Associate degree with 5 years of relevant professional experience.
• High school diploma plus 7 years of relevant experience.

Responsabilités

• Draft letters to providers and parents regarding deferring payment, investigations, and disqualifying providers.
• Track responses to correspondence for deferring payment.
• Track documentation requested for investigations.
• Provide support and participate in unannounced site visits.
• Follow-up on staff reports filed after investigations.
• Assist with investigations and provide analysis of documentation.
• Track recoupment and provider repayment.
• Monitor cost savings and avoidance.
• Review complex claims for improper payments under state regulations.
• Prepare monthly fraud statistics report for ACS oversight.

Formation

Master's degree in economics, finance, accounting, public administration, public health, or related field

Bachelor's degree and 3 years of professional experience in budget/financial administration or program evaluation

Associate degree and 5 years of relevant experience

High school diploma and 7 years of relevant experience
