Position Summary
The Chief Estimator is responsible for leading all estimating activity for Mach's Utility Division. This is a growth role for a heavy civil estimating professional with a strong foundation who is ready to step into a leadership seat, build institutional estimating knowledge, and ultimately own the full bid program for a growing municipal wet utility contractor. The Chief Estimator works directly with the VP of Utility Construction on every bid, drives the bid opportunity evaluation process, manages the full estimate lifecycle from pre-bid through post-bid review, and is accountable for the accuracy and competitiveness of every number Mach submits.
Key Responsibilities
- Lead all estimating activity for the Utility Division across municipal water and wastewater projects of all sizes
- Own the full estimate lifecycle - plan review, site visit, quantity takeoff, vendor and subcontractor pricing, estimate assembly, markup, and final VP review
- Drive the bid opportunity evaluation process in coordination with the VP; recommend pursuit decisions based on scope fit, capacity, and risk
- Obtain, document, and manage subcontractor and supplier quotes; enforce price hold expectations per company policy
- Attend pre-bid meetings and conduct or coordinate project site visits prior to every bid submission
- Conduct post-bid reviews on awarded and lost bids; lead lessons learned documentation and apply findings to future estimates
- Build and maintain a bid history database to improve estimating accuracy and institutional knowledge over time
- Train, mentor, and develop junior estimators and pre-construction coordinators; build a capable estimating team as the division grows
- Develop and maintain estimating standards, unit cost libraries, and bid templates to improve consistency and accuracy across all projects
- Develop relationships with municipal owners, engineers, and procurement contacts in the DFW, Oklahoma, and Arkansas markets
- Coordinate with project managers and field leadership to ensure estimates translate to executable project budgets
Additional Duties and Expectations
- Assist in subcontractor qualification and development; build and maintain a reliable subcontractor network across target markets
- Support bonding and surety documentation with backlog reports, bid schedules, and project history as needed
- Stay current on material pricing, subcontractor market conditions, and prevailing wage rates across TX, OK, and AR
- Represent Mach professionally in all interactions with owners, engineers, and subcontractors
- Support business development efforts by identifying, tracking, and pursuing new municipal utility opportunities
- Use a computer, phone, and standard office equipment
- Extended hours as required to meet bid deadlines
- Travel is required for pre-bid meetings and site visits across TX, OK, and AR
Qualification
- 5+ years of estimating experience in heavy civil or underground utility construction - municipal water and wastewater preferred
- Demonstrated experience bidding and winning municipal projects exceeding $20 million in contract value
- Demonstrated experience estimating open cut excavation, directional bore, trenchless installation, and wet utility systems
- Strong understanding of municipal bid documents, plan reading, and specification interpretation
- Experience with ODOT, TxDOT, or similar state DOT standards and requirements is highly valued
- Proficiency in estimating software (HCSS HeavyBid, B2W, or equivalent); working knowledge of Microsoft Excel
- Proven ability to build and manage subcontractor and vendor relationships and enforce price commitments through contract award
- Strong written and verbal communication skills; ability to present estimates and bid strategy clearly to executive leadership
- Highly organized and self-directed; capable of managing multiple simultaneous bids under deadline pressure
- Valid driver's license with a clean driving record required
- Must be able to pass a pre-employment drug screen and background check
- Bachelor's degree in Civil Engineering, Construction Management, or related field preferred; equivalent field experience

Working Conditions
- Primary work location is the Oklahoma City, OK office; field visits and site walks are a regular part of the role
- Extended hours as required, particularly around bid deadlines; this role operates on the schedule that bids demand
- Regular participation in pre-bid meetings, owner conferences, and internal estimate review meetings with VP leadership
- Travel required across Texas, Oklahoma, and Arkansas for pre-bid meetings, site visits, and project walks; overnight travel as needed
- Frequently required to walk, stand, and move through active construction sites during site visits; appropriate PPE required on all job sites
- Ability to work in outdoor environments and varying weather conditions during site visits and pre-bid walks
- Prolonged periods of sitting and working at a computer during estimate builds and bid preparation
