Dallas Area Rapid Transit is seeking a Sr. Vice President, Capital Programs to lead the agency’s capital program from planning through closeout, advancing the Capital Improvement Program and long-range investments.

Qualifications

• Bachelor's degree in Engineering, Planning, Public Administration, Architecture, Construction Management or related field; Master’s preferred.
• 8+ years leading large-scale capital programs and complex infrastructure projects.
• Experience with multiple delivery methods (Design-Bid-Build, Design-Build, CM at Risk, etc.).
• Certifications such as PE, AICP, PMP, CCM preferred.
• Knowledge of capital program management, risk, controls, and regulatory requirements.
• Strong leadership, communication, and stakeholder management skills.
• Ability to analyze complex issues and drive solutions.

Responsibilities

• Provide executive leadership for planning, environmental review, design, construction, and implementation of capital projects.
• Direct delivery of the Capital Improvement Program within scope, budget, schedule, quality, and safety.
• Lead multidisciplinary teams across engineering, environmental, design, and construction.
• Coordinate with internal departments, regulators, utilities, and local jurisdictions.
• Establish delivery methodologies, controls, and performance measures.
• Oversee finances, staffing, costs, forecasts, and financial results.
• Identify issues early and address budget overruns, delays, and scope changes.
• Promote safety, quality, innovation, accountability, and continuous improvement.
