Job summary

Dallas Area Rapid Transit Inc. seeks an Executive Director of Development Portfolio to provide strategic direction for capital planning, real estate, transit‑oriented development, and environmental compliance, ensuring programs align with agency priorities and financial capacity.

You will lead major capital projects, guide governance and risk management, partner with federal/state funding sources, and act as a liaison to the CEO, Board, and stakeholders to advance long‑term service objectives.

Qualifications

  • Bachelor's degree required in a related field; Master's preferred.
  • Experience leading complex capital development programs and multidisciplinary teams.
  • Knowledge of strategic planning, capital program governance, financial management, and public administration.
  • Strong leadership, communication, negotiation, and relationship-building skills.

Responsibilities

  • Provides executive leadership and strategic oversight for the Agency's development portfolio, including capital planning, real estate, transit-oriented development, environmental compliance, and capital investment initiatives.
  • Establishes and oversees the implementation of development strategies, policies, priorities, and performance objectives that support DART's mission and long-range plans.
  • Leads the planning and responsible management of the Agency's Capital Improvement Program, working closely with executive leaders and key stakeholders.
  • Represents the Agency before the Board of Directors, governmental agencies, community organizations, industry partners, regulatory entities, and other stakeholders on matters related to development and capital investment.
  • Supports the pursuit of federal, state, regional, and local funding opportunities and partnerships that advance strategic development objectives.
