Qualifications

Bachelor’s degree or equivalent and substantial relevant experience.
Ten+ years of progressive technology leadership in software engineering, architecture, platforms, or technology operations.
Proven ability to translate business strategies into technology roadmaps, investment priorities, and operating plans.
Strong understanding of modern software development, APIs, data platforms, cloud-native design, QA, and DevOps/DevSecOps.
Experience leading complex cross-functional technology initiatives using Agile or disciplined delivery methods.
Ability to evaluate tradeoffs among speed, cost, scalability, security, and maintainability.
Executive-level communication and influence skills to explain technical matters to clients, leaders, boards, and teams.
Proven ability to develop leaders, organize teams, set expectations, and create accountability across disciplines.

Responsibilities

Technology Strategy and Executive Leadership: Develop a multi-year technology strategy and roadmap aligned with business objectives and risk profile.
Advise executives on technology investments, platform opportunities, risk, scalability, and build-versus-buy decisions.
Translate business needs into prioritized technology initiatives with clear ownership and milestones.
Represent technology in executive planning, client discussions, and due-diligence activities as appropriate.
Product Engineering and Delivery: Lead strategy, development, modernization, and lifecycle management of software products and internal/client platforms.
Establish an engineering operating model covering discovery, architecture, development, QA, release, maintenance, and support.
Maintain a transparent product roadmap and delivery priorities across the organization.
Use Agile practices to improve delivery, accountability, collaboration, and adaptability.
Establish measures for delivery predictability, software quality, availability, performance, adoption, and business impact.
Architecture, Cloud, Data & Innovation: Own architecture standards, secure integration, interoperability, and technical debt management.
Guide cloud strategy and platform engineering across AWS, GCP, and other environments.
Set direction for data architecture, analytics, automation, APIs, and system integrations.
Evaluate and responsibly introduce AI and emerging technologies with security and privacy in mind.
Maintain lifecycle plans for legacy apps and modernization/retirement strategies.
Security, Compliance & Resilience: Embed security, privacy, and regulatory requirements into architecture and development.
Support HIPAA, SOC 2, FISMA, IRS 1075, and NIST frameworks as applicable.
Ensure change controls, secure development, access controls, logging, backup, recovery, and BCD capabilities.
Participate in incident response and remediation for apps, cloud, data, integrations, or processes.
People, Budget & Vendor Leadership: Build and retain a high-performing tech org with clear roles and succession plans.
Decide when internal development, managed services, contractors, or commercial solutions fit best.
Develop and manage technology budgets, staffing, licensing, cloud spend, and investments.
Select and manage strategic vendors, SLAs, and performance.
Foster ownership, disciplined execution, collaboration, continuous learning, and service to customers.
