Tri-County Community Action Agency, Inc. is seeking a strategic Director of People, Culture & Experience to lead workforce strategy, culture, and HR operations.

This leader will manage recruitment, onboarding, development, engagement, and compliance across a mission-driven portfolio including housing, Head Start, domestic violence services and more. The role emphasizes culture, accountability, and an exceptional employee experience, with oversight of talent acquisition, employee relations and HR

Qualifications

• Bachelor's degree in HR, OD, business administration, public administration or related field.
• 5+ years of progressive HR or People Operations leadership experience.
• Strong employee relations, talent management and leadership development experience.
• Exceptional communication, coaching and relationship-building skills.

Responsibilities

• Shape organizational culture and strengthen employee engagement, retention and satisfaction.
• Create onboarding, offboarding and knowledge-transfer processes; develop leadership succession programs.
• Lead recruitment, hiring, workforce pipelines and employer branding.
• Oversee benefits administration, performance management and employee development.
• Ensure compliance with employment laws, Head Start standards and grant requirements.
