American Bridge 21st Century is hiring a Chief Operating Officer to lead HR and operations, supervise the HR Specialist and Operations Associate, and support the leadership team from its Washington, DC office. The role focuses on employee lifecycle management, benefits, payroll, and compliance across federal, state, and local employment laws.

The ideal candidate has eight+ years of related experience, strong organization, and excellent communication skills.

Qualifications

• Eight or more years of related professional experience, including HR/operations leadership.
• Experience managing staff, with unionized workforce experience beneficial.
• Solid knowledge of employment law, benefits administration, and risk management.

Responsibilities

• Lead HR and operations to shape organizational strategy.
• Oversee full employee lifecycle: recruiting, onboarding, performance management, HR policy compliance.
• Manage employee benefits, payroll, and relations with brokers and carriers.
• Oversee payroll administration and compliance with wage-and-hour laws, with Finance alignment.
• Ensure legal compliance for federal, state, and local employment laws; manage registrations.
• Develop and maintain HR policies and employee handbook.
• Serve as primary contact on union relations and labor matters.
• Oversee office operations; liaise with vendors and building management.
• Advise leadership on organizational health and staffing needs.
• Supervise HR Specialist and Operations Associate.
