Job summary

American Bridge 21st Century PAC is seeking a Chief Operating Officer to lead operations and human resources in our Washington, DC office. The COO will supervise the HR Specialist and Operations Associate and provide strategic counsel to the President and senior leadership on organizational health, staffing, and policy compliance.

The position requires eight or more years of related experience, including HR/ops leadership, payroll, benefits, and union relations.

Qualifications

• Eight or more years of related professional experience including HR and/or operations leadership.
• Experience managing staff with unionized workforce.
• Strong knowledge of employment law, benefits administration, and business insurance.
• Excellent organizational skills and attention to detail.
• Discretion and confidentiality.
• Excellent oral and written communication skills.
• Experience with payroll processing and reporting in ADP WorkforceNow.
• PHR/SPHR or SHRM-CP/SHRM-SCP certifications preferred.

Responsibilities

• Lead strategy for operations and HR functions and supervise HR Specialist and Operations Associate.
• Oversee full employee lifecycle including recruiting, onboarding, performance management, and offboarding.
• Manage benefits programs and insurance including relationships with brokers and carriers.
• Oversee payroll administration and ensure compliance with payroll tax and wage-and-hour laws.
• Ensure compliance with employment laws and maintain HR policies and handbook.
• Serve as primary liaison on union relations and labor matters.
• Oversee office systems and vendor relationships and liaise with building management.
• Advise senior leadership on organizational health and staffing needs.
