Job summary

Louisiana Delta Community College seeks a senior financial leader to oversee budget development, financial strategy, and treasury operations from Monroe, LA. You will collaborate with executives, deans, and department heads to align resources with strategic goals.

Duties include preparing operating and capital budgets for submission to LCTC, guiding GASB reporting, coordinating audits, and maintaining strong internal controls.

Qualifications

• Master's degree in business or related field or CPA certificate plus five years in a senior-level position.
• Experience with Ellucian Banner and higher education preferred.

Responsibilities

• Prepare and submit the College's operating and capital budgets to LCTC.
• Develop, implement, and monitor institutional budgets with Executive Leadership and Department Heads.
• Provide insights and recommendations to the executive team related to financial planning and performance.
• Oversee the College's treasury operations to ensure cash flow and maximize investments.
• Oversee the preparation and timely submission of accurate financial reports, including the AFR.
• Develop and implement procedures related to GASB reporting requirements and state/federal guidelines.
• Coordinate with auditors for financial audits and serve as primary coordinator.
• Ensure compliance with financial regulations and internal controls.

Duties and Responsibilities

Budget Management & Financial Strategy

• Prepare and submit the College's operating and capital outlay budgets to LCTC (Louisiana Community and Technical Colleges).
• Develop, implement, and monitor institutional budgets in conjunction with Executive Leadership and the College's Deans, Directors, and Department Heads.
• Provide insights and recommendations to the executive team related to financial planning and performance.
• Oversee the College's treasury operations to ensure adequate cash flow and maximize investments.

Financial Reporting & Compliance

• Oversee the preparation and timely submission of accurate financial reports, including the Annual Financial Report (AFR).
• Develop and implement procedures related to changes in GASB reporting requirements and State or Federal guidelines impacting Higher Education.
• Consult with internal, legislative, federal, and independent auditors when necessary and serve as the primary coordinator for the College's financial audits.
• Ensure compliance with all financial regulations and standards by monitoring internal control systems and updating procedures as needed.

Professional Development

• Maintains current professional and technical knowledge through workshops, conferences, and meetings.

Other

• Performs additional duties as assigned by the Chancellor.

Required Education

Minimum qualifications include a master's degree in business or related field, or a CPA certificate, and five years of progressively responsible experience in a senior-level position. Experience with Ellucian Banner and higher education preferred.
