Job summary

The Executive Director of Enterprise Applications and Application Development serves as a senior technology leader responsible for strategic vision, operational excellence, and continuous improvement of enterprise platforms and custom application solutions across the LCTC System and its member colleges. This role ensures that all enterprise technology initiatives are secure, scalable, and align with institutional priorities, directly enhancing the experience of students, faculty, staff, and administrators.

As a transformational leader, the Executive Director builds and sustains high‑performing teams by fostering a culture of accountability, innovation, customer service, and continuous improvement. The role serves as a critical bridge between technology and the institution, translating complex technical capabilities into meaningful outcomes for all stakeholders.

Duties and Responsibilities
Strategic Leadership and Innovation
  • Provide vision and strategic direction for enterprise applications across all member institutions, identifying emerging technologies and industry best practices.
  • Guide system‑wide adoption of innovative solutions that measurably enhance institutional effectiveness, user experience, and operational agility.
  • Partner with executive leadership to align the technology roadmap with institutional mission, strategic plans, and student success initiatives.
Continuous Improvement and Customer Experience
  • Proactively engage stakeholders to understand evolving needs and assess effectiveness of current enterprise solutions.
  • Collaboratively develop, prioritize, and implement improvements that reduce friction, eliminate manual data entry, and enhance usability.
  • Evaluate build‑vs‑buy decisions with rigor, ensuring cost‑effective and strategically sound outcomes.
  • Champion a culture of continuous improvement that puts end users at the center of every technology decision.
People Leadership and Team Development
  • Establish clear performance expectations and ensure team members are positioned in roles that leverage their greatest strengths.
  • Motivate, coach, and develop employees through ongoing feedback, recognition, and professional growth opportunities.
  • Foster a culture of accountability paired with psychological safety, where excellence is expected and people feel empowered to succeed.

Governance, Standards, and Compliance

In partnership with appropriate stakeholders establish and enforce enterprise standards, policies, and procedures covering:

  • Information Security – Data protection, access controls, and regulatory compliance (FERPA, etc.)
  • Change Management – Configuration and release management protocols across all environments.
  • Business Continuity – Disaster recovery planning, testing, and execution readiness.
  • Quality Assurance – Testing standards, documentation, and audit‑readiness for all enterprise systems.
Operations and Support Excellence
  • Oversee day‑to‑day operations, maintenance, and support of all enterprise applications across the system.
  • Prioritize and manage incident response, ensuring timely and transparent resolution of issues with minimal operational impact.
  • Build and mentor a service‑oriented support culture committed to high‑quality and reliable delivery.
  • Establish and monitor Service‑Level Agreements (SLA), Key Performance Indicators (KPI), and operational metrics to drive accountability and continuous service improvement.
Project and Resource Management
  • Develop and manage comprehensive project plans, timelines, and budgets for all enterprise initiatives.
  • Allocate human and financial resources strategically across a portfolio of concurrent, competing priorities.
  • Proactively monitor risks, facilitate cross‑functional conflict resolution, and communicate status with transparency to all stakeholders.
  • Maintain a regular cadence of status reporting to leadership, ensuring visibility and trust at all organizational levels.
Application Development and Delivery
  • Lead the design, development, and delivery of enterprise applications that are secure, scalable, cost‑effective, and resilient.
  • Ensure all technology solutions align with organizational goals, integration standards, and the evolving needs of end users.
  • Apply modern software development practices, including agile methodologies, DevOps principles, and automated testing.
Data, Analytics, and Business Intelligence
  • Provide strategic leadership for data warehousing, reporting infrastructure, and business intelligence platforms.
  • Promote a data‑driven culture by ensuring decision‑makers have reliable, timely, and actionable insights.
  • Ensure data governance, quality, and integrity across all enterprise systems and integrations.
Required Education

Bachelor’s degree in Information Technology, Computer Science, or a related field from an accredited institution.

Required Experience
  • Extensive, hands‑on experience with Ellucian Banner ERP, including implementation, administration, optimization, data migration, reporting, end‑user training, and transformation of the end‑user experience.
  • Minimum of five (5) years of progressive leadership experience with a demonstrated track record of improving systems, services, and team performance.
  • Proven ability to build consensus and drive outcomes across organizational boundaries without direct authority.
  • Experience managing multiple concurrent complex projects, including planning, scheduling, risk management, and resource coordination.
Required Knowledge, Skills and Abilities

Preferred Education

Master’s degree from an accredited institution in a relevant field.

Preferred Experience
  • Experience within a multi‑institution (Multi‑Entity Processing) higher education system.
  • Demonstrated experience leading data warehousing and business intelligence initiatives.
  • Experience leading or significantly contributing to an ERP migration from on‑premises to a SaaS environment.
Preferred Knowledge, Skills and Abilities
  • Knowledge of enterprise architecture principles, cloud platforms, and modern application frameworks.
