KLR Executive Search Group is proud to partner with Tri-County Community Action Agency to recruit its next Chief Financial Officer. Tri-County operates as a Community Action Agency, a Federally Qualified Health Center (FQHC), a Head Start Program, as well as Fuel Assistance/Weatherization, Employment and Training, Adult Education, Senior and Disabled Adults Home-Based Care, and a broad range of other programs and services funded by diverse funding streams, a combination that allows it to address many of the interconnected challenges facing the people it serves.
Position Overview:
The Chief Financial Officer (CFO) will serve as a key member of Tri-County’s executive leadership team and will be accountable for the financial integrity, financial management, and fiscal oversight of the entire Organization. Reporting to the President/CEO and working closely with the COO, the CFO will provide the financial leadership, analysis, controls, and insight necessary to support a complex, multi-funded organization and help ensure Tri-County has the financial strength and infrastructure to continue delivering critical services to the communities it serves.
Key Responsibilities:
- Financial Management, Reporting and Forecasting: Direct all accounting and finance functions and ensure the accuracy, integrity, and timeliness of the Organization’s financial records.
- Internal Controls, Policies and Risk Management: Develop, administer, and continuously improve financial policies, procedures, and internal controls, ensuring they are understood and consistently followed.
- Federal Grants, Restricted Funds and Regulatory Compliance: Oversee financial compliance for federal, state, local, and private grants, ensuring expenditures are appropriately allocated to funding sources and restricted funds are used in accordance with requirements.
- FQHC, Head Start and Program Financial Oversight: Monitor the financial performance of Tri-County’s Federally Qualified Health Center, including revenue-cycle and reimbursement reporting, payer mix, expenses, margins, cash flow, and compliance requirements such as the sliding fee discount program and 340B program, as applicable.
- Audit, Cash and Financial Stewardship: Lead preparation for and coordination of the annual independent audit, the Single Audit, and applicable tax and regulatory filings, including the Form 990.
- Strategic and Organizational Leadership: Serve as a trusted financial advisor to the President/CEO, COO, executive leadership team, Board of Directors, and Finance Committee.
- Team Leadership and Development: Lead, assess, develop, and strengthen the six-person Finance Department, establishing clear roles, accountability, and sustainable processes.
- Technology and Systems: Oversee and optimize the Organization’s financial systems, including MIP Fund Accounting, and ensure systems support accurate reporting, grant management, and effective internal controls.
Qualifications and Experience:
- Significant progressive financial leadership experience, ideally within a complex nonprofit, healthcare, community action, or other government-funded environment.
- Minimum 10 years of progressive financial leadership experience required.
- Bachelor’s degree in Accounting, Finance, Business Administration, or a related field preferred; an advanced degree is a plus. An equivalent combination of education and relevant experience will be considered.

Location and Compensation:
This is a full-time, on-site leadership position based at Tri-County’s headquarters in Johnston, Rhode Island. The anticipated annual base salary range is approximately $175,000–$200,000.
