Kimmel & Associates in the Northeast is seeking a Chief Estimator - Heavy Civil / Highway to lead estimating for major infrastructure projects across NJ, NY, and PA. This senior role reports to the Head of Preconstruction and oversees large, complex bids, ensuring competitive pricing and strong win probability.

The ideal candidate has 10+ years in heavy civil estimating, deep knowledge of public-sector bidding, and a proven track record mentoring estimators while coordinating cross-functional

Qualifications

• 10+ years in heavy civil or highway estimating.
• Proven leadership of large, complex public/private infrastructure estimates.
• Strong knowledge of NJ/NY/PA markets and DOT bidding.
• Experience mentoring estimators and coordinating teams.

Responsabilités

• Lead estimating process for large heavy civil and highway projects from takeoffs to bid submission.
• Maintain regional bid schedule balancing workloads and deadlines.
• Lead bid strategy meetings and assess risks.
• Collaborate with Head of Preconstruction on regional strategies.
• Review junior estimators’ work for accuracy and competitiveness.
• Develop pricing strategies and manage high-value pursuits.
• Ensure DBE/SBE/M/WBE compliance across bids.
• Build relationships with subcontractors and suppliers.
• Coordinate activities across multiple pursuits.
