Orange County Employees Retirement System (OCERS) is seeking a collaborative and analytical Change Management Specialist (Staff Specialist) to support organizational change initiatives, particularly those involving technology, business processes, and operational improvements.
The role reports to the Director of the Enterprise Project Management Office (EPMO) and involves gathering information, preparing change materials, coordinating activities, and supporting communications and training.
NOTE: All County of Orange classifications will receive a 3% increase to the salary range, effective Friday, September 4, 2026.

Please note that this position will be filled as limited-term.
Limited-term positions are funded for a specific duration—this assignment is estimated to last approximately three (3) years. While limited in funding, incumbents appointed to limited-term roles receive the same benefits as regular employees and are considered County employees for purposes of internal transfers and promotional opportunities. All limited-term positions are subject to the same probationary period as regular-status positions within the same classification.

The Orange County Employees Retirement System (OCERS) is seeking a collaborative and analytical Change Management Specialist (Staff Specialist) to support organizational change initiatives, particularly those involving technology, business processes, and operational improvements.
Under the general supervision of the Director of the Enterprise Project Management Office (EPMO), this position performs professional-level analytical and coordination work for assigned projects. The incumbent gathers and analyzes information, assists with identifying organizational impacts, prepares change-related materials and recommendations, coordinates and contributes to project activities, and supports employee communication, training, and readiness efforts.
The successful candidate will be organized, analytical, and an effective communicator who enjoys working with employees, project teams, and stakeholders to support the implementation of new systems, processes, and procedures.
