Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

This recruitment will establish an open eligible list and will be used to fill current and future Technology Services Manager, Senior positions with this specialty throughout the County of Orange. This eligible list may also be used to fill positions in similar and/or lower classifications.

THE AGENCY

The County of Orange, Health Care Agency (HCA) is a dynamic organization dedicated to creating and supporting an environment that promotes the achievement of optimal individual, family and community health. Under the direction of the Agency Director, a new and dynamic executive team with an organizational structure comprised of five (5) service areas - Administrative Services, Behavioral Health Services, Correctional Health Services, Specialized Medical Services and Public Health Services - is committed to meeting the health needs of the diverse Orange County community.

THE DEPARTMENT

HCA Information Technology (IT) Services provides the vision, leadership, direction, strategic and tactical planning and implementation for all agency information technology initiatives. The primary mission of the department is to enable and support all functional service and administrative areas within the agency to meet their respective goals and objectives. This is accomplished via collaboration and partnership with the program areas, by factoring in customer needs in all decisions with a customer-centric focus and ensuring that the individual technology-based objectives of the program areas are aligned with the overall technology roadmap and goals of the Agency.

THE OPPORTUNITY

The County of Orange HCA is seeking a Technology Services Manager, Senior to serve as the enterprise leader for the Agency’s Electronic Health Record (EHR) system.

This senior-level position provides strategic, operational, and technical leadership for the EHR environment supporting the agency’s clinical and billing functions within behavioral, public, and correctional health services. The position is responsible for leading enterprise governance, setting priorities, guiding system optimization, and ensuring the EHR continues to support the Agency’s clinical, operational, claims revenue, and regulatory reporting needs.

The Technology Services Manager, Senior will work closely with program leadership, clinicians, compliance partners, reporting and analytics teams, technology staff, vendors, and executive stakeholders to align EHR decisions with Agency priorities.

This position will be responsible for but not limited to the following duties:

  • Lead the enterprise strategy, governance structure, roadmap, and priorities for the EHR across all Health Care Agency service areas
  • Oversee EHR workflow design, system build, configuration standards, clinical documentation tools, order workflows, clinical decision support, and related lifecycle management activities
  • Direct multidisciplinary EHR teams and resources, including analysts, clinical informaticists, configuration/build specialists, developers, database administrators, interface support staff, business analysts, report writers, testers, trainers, and implementation partners
  • Ensure EHR workflows, documentation, data capture, and system logic align with applicable state and federal privacy and compliance requirements
  • Partner with Agency Analytics teams to support data population and data quality within data warehouses
  • Lead readiness, testing, validation, implementation, and post-release support for EHR updates, module expansions, regulatory changes, and major system initiatives
  • Manage escalated system issues, ticket trends, service delivery risks, stakeholder concerns, and competing priorities
  • Represent EHR operations in executive forums, steering committees, governance groups, compliance workgroups, and cross-program decision-making bodies
  • Lead workflow redesign and optimization efforts to reduce documentation burden, improve usability, support clinical quality, and strengthen operational efficiency
  • Manage vendor relationships, contract deliverables, performance/issues, escalations, and implementation partner activities
  • Ensure system decisions, workflows, configurations, changes, and supporting logic are documented in standard operating procedures, knowledgebases, and internal repositories
  • Supervise, mentor, and develop staff responsible for EHR operations, configuration, issue resolution, testing, implementation, and system optimization
DESIRABLE QUALIFICATIONS & CORE COMPETENCIES

The ideal candidate will possess five (5) years of professional information technology experience managing an enterprise-level EHR system within a healthcare environment; experience must include at least two (2) years of lead/supervisory experience.

Professional & Technical Experience | Using Technology
  • Comprehensive knowledge of enterprise EHR operations
  • Expertise in clinical documentation, workflow design, system configuration, testing, release management, and system lifecycle practices
  • In-depth understanding of health care privacy and security regulations including HIPAA and 42 CFR Part 2
  • Working knowledge of revenue cycle management including rules related to Medi-Cal and Medicare claims
Leadership & Managerial Skills
  • Experience leading multidisciplinary teams, including technical, clinical informatics, application development, database, interface, testing, training, and project teams

RECRUITMENT PROCESS

Eligible List

Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
