Job summary

Appalachian Agency For Senior Citizens, Inc. in Bristol, VA seeks an Operations Manager to oversee all PACE center services, transportation, facilities, dietary and personal care operations, and to promote high-quality care per PACE standards.

The role focuses on staff supervision and development, ensuring participant rights, and driving continuous quality improvement within a collaborative team environment.

Qualifications

• A baccalaureate degree in health care administration, business administration, nursing, public health, social work, or related human services field or equivalent experience is required.
• Master’s degree in health care administration, business administration, nursing, public health, social work, or related health/human services field preferred.
• Professional license and/or certification preferred (NHA, RN, LSW/MSW, PT, OT, RT, RD).
• Two (2) years of experience is required as a manager or administrator in a human and/or health care services operation, preferably serving the aging population.
• Management experience in a start-up program, accountable care organization, and / or health insurance plan preferred.
• A minimum of one year’s experience in working with the elderly population is required. If this is not present, training will be provided upon hire.

Responsibilities

• Oversee all PACE Center operations and services.
• Ensure participant rights are respected by staff and stakeholders.
• Maintain open communication with participants and families.
• Provide diverse, engaging therapeutic activities for participants.
• Ensure safe, reliable transportation services for all participants.
• Oversee dietary services providing balanced meals and snacks.
• Maintain a clean, safe, well-equipped center environment.
• Develop and monitor HR procedures supporting staff engagement and retention.
• Ensure staff education and competency monitoring for quality services.
• Direct, supervise and evaluate all staff performance.
• Maintain compliance with State and Federal program requirements.
• Implement policies and procedures for direct participant care and support services.
• Participate in quality improvement processes focused on data-driven decisions.
• Ensure OSHA compliance and a safe environment.
• Protect privacy and confidentiality of employees and participants.
• Participate in required trainings and maintain affiliations and certifications.
• Allocate duties according to education, training, and competencies.
• Provide on-call coverage evenings and weekends on a rotational basis.
• Perform related duties as required.

Education

Bachelor's degree in health care administration, business administration, nursing, public health, social work, or related human services field or equivalent experience

Master’s degree in health care administration, business administration, nursing, public health, social work, or related health/human services field preferred

Professional license and/or certification preferred (NHA, RN, LSW/MSW, PT, OT, RT, RD)

Two (2) years of experience as a manager or administrator in a human and/or health care services operation
