Job description

Oracle Local Government team is hiring a CCS / C2M Functional Architect / Program Manager – Utility Billing for Local Government.

Running on a modern, secure cloud infrastructure, NetSuite for Government is designed for small-to-midsize state and local government agencies. It offers a unified system for accounting, grants management, payroll, planning, budgeting, HR, and more.

The NetSuite for Government team seeks an entrepreneurial Oracle Utilities consultant to deliver top-tier implementation and customer experience for our initial Utility Billing clients. This role involves collaboration with the VP of Products and the Utility Billing Product Manager to craft an industry-leading implementation process tailored for small local government agencies adopting Oracle’s Energy and Water Customer Solutions. We value creativity, product expertise in Oracle Utilities Customer Cloud Service (CCS) or Customer to Meter (C2M), and a mindset willing to challenge norms for simplicity and efficiency.

What you will do :

1. Define the product offering in partnership with product management and engineering.
2. Lead customer discovery to identify key user needs across the NetSuite for Government platform.
3. Customize and configure CCS for a simple, effective user experience meeting all critical needs.
4. Demonstrate pre-configured CCS instances, gather feedback, and incorporate improvements into the product roadmap.
5. Serve as the internal product expert, advising on Oracle Utilities architecture.
6. Develop implementation accelerators for various local government utility archetypes.
7. Assist go-to-market teams with demos and industry expertise.
8. Lead multiple implementation projects, configuring CCS environments tailored to local government needs.
9. Create reports and lead data migration efforts from legacy systems.
10. Collaborate on developing integrations with third-party solutions for billing, payments, and printing.
11. Design data conversion strategies and lead migration teams.
12. Deliver training and create test cases to ensure defect-free implementations.
13. Redesign service delivery methodologies and develop repeatable consulting tools and playbooks.
14. Mentor and train junior team members on the Oracle Utilities platform.

Who we are looking for :

• BSc or MSc in CS, IT, Software Engineering, MIS, or Mathematics.
• 5+ years designing and developing on Oracle Utilities Application Framework with Java, Groovy, or scripting.
• Knowledge of Oracle Utilities products (CC&B, C2M, CCS, WACS, WAM, MDM).
• At least 8 years implementing Oracle Utilities products, with experience in small to medium municipal clients preferred.
• CCS / C2M certification is a plus.
• Proven leadership in multiple consulting projects, effective collaboration skills.
• Excellent communication skills, including presenting to senior stakeholders.
