Job summary

The State of North Carolina’s Department of Natural and Cultural Resources is seeking an Accountant I (NS) to support cash management within its Budget and Finance Office in Raleigh.

The role includes supervising staff, processing federal draws, and ensuring timely receipt, reconciliation, and deposits in NCFS, with backup for ACFR responsibilities. Hybrid telework is available under policy.

Qualifications

• Demonstrated supervisory experience.
• Experience using the North Carolina Financial System (NCFS) and Core Banking System.
• Experience creating and/or submitting manual outbound intercompany transfers.
• Experience with deposit/receipt processes in NCFS.
• Experience resolving out-of-balance conditions with budget codes to facilitate month-end closing.

Responsibilities

• Responsible for the Cash Management process, supervising cash management staff, and reviewing work for accuracy.
• Create and submit manual outbound intercompany transfers; receive and approve inbound intercompany transfers from other agencies.
• Verification of availability of funds and processing manual requisitions from budget codes.
• Reconciliation of all budget codes to ensure timely month-end closing with OSC.
• Monitor the NC Allotments to Cash Availability Report (702).
• Update the Cash Management Plan annually.
• Serve as back-up for processing federal funds and preparation of federal portion of the ACFR.
