Responsibilities

Position Summary

The Carrier Qualification & Insurance Analyst is responsible for evaluating, onboarding, and maintaining motor carrier compliance in accordance with Reckart Logistics, Inc.'s Carrier Qualification Policy. This position ensures that all approved carriers meet company, customer, regulatory, insurance, and safety requirements prior to receiving freight assignments.

The analyst serves as a critical risk management resource by reviewing carrier credentials, monitoring insurance coverage, preventing fraud, identifying operational risks, and ensuring ongoing compliance with FMCSA regulations, customer requirements, and company standards.

This position works closely with Carrier Sales, Operations, Claims, and Risk Management to protect the company from financial, legal, and operational exposure.

Key Responsibilities

Carrier Qualification

Setup new carriers by obtaining and ensuring all necessary paperwork is complete and
updated in RLI’s database in an accurate and timely manner.

• Verify that carrier’s insurance limits meet or exceed RLI’s requirement
• Evaluate carrier insurance coverage and procure insurance to ensure shipment values are fully protected when limit falls below declared value.
• Verify the carrier’s licensing and authority status and ensure the carrier is not “unsatisfactory” or “conditional”.
• Check carrier history and ratings through approved websites and services
• Evaluate carrier and deny any carrier not meeting RLI’s standards
• Assists in the training, development and coaching of new employees.
• Meets or exceeds pre-determined goals set by Management.
• Develops and maintains reports and records, including statistical data and metrics.

High-Value Cargo Risk Management

Responsible for supporting the company's High-Value Cargo Protection Program by ensuring that carriers assigned to sensitive or high-value freight meet enhanced qualification and insurance standards before load acceptance.

• Review all carrier assignments involving high-value, theft-targeted, or otherwise high-risk commodities.
• Verify that assigned carriers meet all enhanced qualification criteria established by Reckart Logistics, Inc.
• Confirm that cargo insurance limits meet or exceed customer and shipment-specific requirements prior to dispatch.
• Review policy exclusions that could affect coverage for high-value commodities, including electronics, pharmaceuticals, alcohol, tobacco, luxury goods, and other theft-sensitive freight.
• Verify that cargo insurance is active on the date of shipment and that no pending cancellations or lapses exist through the load lifecycle.
• Ensure required customer insurance endorsements and additional insured requirements are satisfied when applicable.
• Coordinate with Carrier Sales and Operations to approve or reject carriers for high-value shipments based on risk assessments.
• Verify that carriers have satisfactory Highway monitoring scores and no active fraud, cargo theft, identity theft, or double-brokering alerts.
• Review recent safety performance, inspection history, crash history, and regulatory actions before approving carriers for high-value loads.
• Confirm that carriers have demonstrated experience transporting similar commodities when required by customer specifications.
• Verify that no outstanding claims history or unresolved compliance issues would disqualify the carrier from transporting high-value freight.
• Ensure all enhanced qualification reviews are documented within the Transportation Management System prior to dispatch.

Claims Support

Assist the Cargo Claims Department by:

• Verifying insurance information following cargo losses.
• Providing carrier qualification documentation.
• Supplying carrier files for claim investigations.
• Coordinating with insurance adjusters when requested.
• Assisting with recovery efforts.
• Supporting subrogation documentation.
• Maintaining claim-related compliance records

Required Qualifications

Education

Associate degree in Business, Logistics, Risk Management, Insurance, or related field preferred.

Equivalent work experience is considered.

Experience

Preferred:

• 2+ years freight brokerage or logistics experience.
• 2+ years carrier onboarding experience.
• Insurance verification experience.
• FMCSA compliance knowledge.
• Transportation risk management experience.
